they magnify mole-hills into moun
tains, and improviso a Ku Klux out
rage from every successful scheme of

cordingly, our flag, which for a year
or more has constantly waved over
' the island f Canora, must bo taken
elown, and our ships will have to go
elsewhere to got their coal.

though the place has no conveniences
whatever, and although vessels draw
ing over ton feet of water cannot be
got into tho bay. All the coal thnt
has been takon thero had to bo car
ried ashore in lighters from tho ves
sels thnt brought it; and when our
men-of-war came to get their supply,
the aamo coal had to bo again loaded
in lighters and taken to them in the
bay. Coal put on board in this man
ner has cost between t0 and f!)0 a
ton and or the privilege of employ
ing this usoless and comparatively
worthless bay for this purpose, Presi
dent Grant, acting with the military
ring interested in San Domingo,
greed, as we havo said, to pay (l&U,
000 a year.
At St. Thomas, on the other hand,
where thore is every arrangement for
coaling, tho largest inon of-war can bo
laid alongside tho wharf, and receive
ber coal with tho groatoul convonl.

wharf, with sheds for the storngo,

Thomas is a convenient seaport to
enter. It is also an important centre
