With tho Legislature and tho Gov
ernor against us wo will have a repo-

the practical results nliown by tho fig
urcs of Ibis speech ; in a word, dis
francliisemctit and outrago for us, and
doublo representation for Jludicnlism.
With succ ess in that election, wo have
tho Sonalo and will control its organ
izalion ond bo able to command a fair
bill and an honest apportionment of the
Stato. So loo in regard to a Constitu
tional Convention, with one branch of
tho Legislature wo will havo our fair
proportion of tho delegates and our
just share of representation therein.
That reform in many matters of Slate
government is imperatively neeossary,
can scarcely be controverted ; tho olec
tion of aStuto Treasurer by the people;
tho relief of an overburdened Supremo
bench ; a check to special legislation
by some such provision as Senator
Wallace embraced in bis amendment
offered in the Senate last session ; the
necessity for checking the abuses and
corruption always accompanying tho
election of a U. S. Senator, as well as
thoso surrounding the atmosphere of
every bill affecting largo interests, are
each of them matters of gravo mo
moot and in our judgment demand
tho culm consideration that should bo
given them by a convention honestly
composed of each shado of political
sentiment. It will not do for tho De
mocracy longer to halt and draw back
from tho advocacy of reforms tho ne
cessity fur which M self evident We
must bo in tho van of healthy pro
grcss, not lagging in tho train of in
digested Uudicnl reform. We must
recognize existing evils and apply the
remedy. We must be true to the
past and ready to guido the events of
tho future. Taking no step back
ward, wo must appreciate at their
full wcrlh tho evidences of disruption
and disintegration shown by our an
tagonists and eliminating our policy
upon the questions of the pres
ent and immediate futuro, Irom

ment of the Democracy, will have a

in the Convention, there need bo no
fear of our injury there, for when was
it ever known in a representative
body in Pennsylvania that we did not
outweigh them in tho ability of our
representation. Tho amendments

that at the polls we can cast our uni
ted vote for certain propositions and
against others, ond hre is the answer
to very many of our cotomporaries
who sco in a Convention, tho sin
glo idea of tho negro. Were this all,
we would bo content with tho exis
ling'condition, but many reforms have
became a vital necessity and we will
bo recreant to ourselves and to our
mission longer to delay them.

tutional reform and tho administra

in a harmonious, progressive and vio
