our onca free republic lias been turned

fects at lust, and the first shadows of
its collapse are tracing themselves
widely and distinctly throughout tho
land. Tho politicul history of this
country has taught that the party
which lcgislutcs for its own instead
of the people's benefit, commits a stu
pid suicide, and tho history of the
world hns tnught that the arraying of
casts against each other, and still
more of races on thesame soil, inevita
bly result in the utter politicul down-
full, if not absolute physical extinction
of the weaker. Of Ike grave ptditicul
mistake tho anxious and rapacious
leaders of the Rudical party have been
flagrantly guilty. To insure their
continued hold upon office and power,
they have first disgusted tho whito
race by fawning upon and fluttering
the negro, and then incensed and out
raged the white man by making laws
discriminating to his advantage So
eager are they to make sure of new
rote, that they have actually placed
the white man at the mercy and pow
er of the ignorant negro, as if tho
white men kad no rights under the
government to be respected, while
the negro is to bo treated as the pet,
spoiled child.
The effect of such legislation is hav
ing its legitimate and natural result.
The whites are banding together as
well from the alarm for the safety of
republican government, as for tho
preservation of the existence and
privileges of the race. They feci keen
ly tho indignities heaped upon as ana
people, as well as llio oulruge of rob
king us of our birthright. Tho white
man found, settled and redeemed this
j country ; bis wisdom framed for him
self and his posterity n republic, the
like of which the world nevor before
behold ; bis capital, enterprise and in
genuity constitute our natural wealth
and greatness, built our rail roads,
telegraphs, hotels, theatres and great
public institutions; the government
is hie and his only, and to nono of all
this has tho negro contributed cither
in money, bruins or oilier wine, and
yet for the pnrpoe of flattering the
new voter and tying him to the Radi
cal leading string, Congress under
takes to say that he shall vote down
the white man, shall have higher
privileges than ho, shall not be dis
charged from tho employment of tho
white man, nnd further that he shall
sleep and cat at the whito man's ho
tel, and sit in the samo theatre and
Attend tho samo churches and public
institutions, on an equality with the
white man, his wife, and children.
And should the while man refuse any
of these privileges which he could
deny to his own race, or the negro, if
he run a hotel, could deny to him to
tho favored one, he is liable to a fine
and imprisonment, tho destruction of
Lis business and damages to the black
amoor ho has ventured to offend.
This putting of the whito race un
der the heel of the black, however is
done for a purpose. If Congress had
only the negro's welfure and comfort
at heart, it would seek to mako his
dealings with tho white race pleasant
and profituble to him. Rut in their
anxiety to impress upon the new vo
ter thut tho Radical party prefers and
values him abovo the whito race they
overshot the mnrU and array the two
races in jealous enmity, hostility and
antagonism to each other. Tlio ro
suit of this conflict is easily perceived
The negro is duped into tho Radical
ranks, but, denied ofliee he is no bet
ter off than when ho had no vote
Elated in his ignorance over his tem
porary privileges, he renders himself
offensive by his insolence, and, not
being able to exist without the aid of
tho hito man, ho suffers from want
and will dio of neglect. While on the
other hand llio white man, jealous of
his rights, stung by insult ami indig- j
rani ai ins nuiiiiiiiiiinn, will mass
against the hideous innovation, nnd it
will bo well if lie does not permit his
sense of outraged justice to degener
