Mr. Scofield's labiirs in Congress
being such that he cannot, as he says
himself, make a "personal efTort" to
obtain a re nomination, it is evjdent
that they must bo very laborious nnd
harriissing to hi constitution. We
suggest, as a mere matter of kindness
to so devoted a public servant, wheth
er it is fair to ask him to continue in
office another term at so serious a
hazard tohishcallh and menial vigor.
It, would be sheer cruelty to nk h im
to go llirongh tho samo strain for two
years more We are just hero re
mindod of a story that has sumo ap
plication lo tho point :
"Once npon a time a revolutionary
soldier was miming for Congress in
Lancaster county. 11 is opponent wns
a young man, who bad '-never been
to tbo wars," and it was the custom
of tbo old revolutionary to tell of tfe
hardships be bad endured. He said :
"Fellow citizens: I have fought
and bled for my country. I helped
to whip the Iiritisb and the Indians.
I bare slept on the field ol battle with
no other covering than the canopy of
heaven. 1 have wnlked over the
frozen ground 'till every footstep was
marked with blood "
Just about this time one of the
sovereigns who bad become greatly
interested in his lule of suflciings
wulkcd up in front of the speaker,
wied the tears from his eyes wilh the
extremity of his coat tail, and inter
rupted w ith : "Hid you say you bad
fuuuht the Iiritisb and the logins?"
'Yes, sir."
'Ilid you say you slept on the
ground, while serving your country,
h linoiii any kltct f" i
I did."
' Hid you say your f et covered the
ground you walked over with blood."
"I did," said the speaker, exuttinglv.
'Well, then," said the sovereign, s
he gave a sijh of IcaiTuI emotion, "I
guess I'll vole for t'oi her fellow; for
i ll be blnmo.l if jou ain't dono enough
for your country."

and gravely laid dow n the proposition
that so momentous n question should
not bo decided by the voice of one

Justice, S. P. Chiiso. Hut how will
the caso stand if tbo verdict of this
supremo body is reversed under the
rcap'iiment concluded upon 1 It will
bo remembered that thero aro now
tw o new members, lintdlcy and Strong,
bo were not on tbo Hunch when the
case was decided before. Should they
both render an opinion adverso to
that now before tbo country, nnd
which Jmlgo Hoar linds fault with,
then a majority of one only, as before,
will seal the verdict. Aro tlio oppo
nents of such an opinion expected to
accept this majority of one, deciding
in favor of puner payments of con
tracts, when llio other sido, headed
by Hoar, refuses to accept the major
ity, of one against paper?
Hut Judgo Hour is not correct in
his declaration that tbo opinion of a
singlo member of the Court turned
the scale in tbo Into decision. There
were eight members of the body pres
ent, nnd five ofthoiii including Judge
(irier, agreed to tbo opinion rendered,
while three look the negative. This
would givo a majority of two. Judge
(irier, however, having previously
tendered his resignation, to take effect
upon a future date, tbo Attorney
General declares is rendered a nullity
thero, and bis voto is held to count
nothing. This is the way the mnjority
is reduced by Judgo Hour to one. If
this is not pettifogging a case, then
we never saw it done. JJow-, let us
see what the Massac husetls lawyer
has to say when tho majority on bis
side of the IIouso is reduced to one.

General Butler's Georgia bill disclosed
the manner in w hich a certain class
of bills in relation to the South are
passed. It is this: "Whenever one
of these bills was to bo passed, the
Washington Chronicle published ac
counts of so great outrages thut im
mediately the Reconstruction Coin
miltee was culled together and a bill
reported to tho House. Ho remem
bered that last year a gentleman, a
