In a few weeks, at the furthest, each of the thirty Assessors of Clearfield county will hare n duplicate placed in their lunula by tin) County Commissioners, fir the purposo of enumerating and valuing the personal property in their respective; boroughs and townships. It was decreed moro thnn eighteen hundred yeurs ago that nil tho world should be taxed. Tho justness of this edict has been fully established by its adoption bv every civilized nation. Tho designs of the tax laws in this country nro supposed to bo just ; and such they nro, if properly understood and administered. It is as much the duty of the citizen to contribute his duo hharo of tax towards tho support of tho Stnto and municipal iill'uirs of his country, as to support himself and family; and tho only difficulty in the wnv, is, to sco that tho burthen of taxation is equally Imposed upon tho ciM.ens; that each pays Ins due pro portion : and that none escape. Wo proposo to point out somo of the vagaries prevailing among Assessors in this county, with reference to the assessment of property. The personal property in this county is assessed entirely loo low. Tho County Com missioners, in order to meet tho State tax demanded off tho county by the Stato authorities, are compelled to take out of the county Treasury, annually, about JOO to pay tho State tax; tUaa Ignoring the act of Assem bly which exempts real estate from paying a State tax, just because the personal property is not asiessed at its proper value. An examination of tho assessments demonstrates that horses, mules, cows, oxen, buggies, carriages, watches and occupations are put at from 25 to 30 per cent. below1 a proper value. The standard value of a horse in this county for lax purposes should bo fixed at fSO. Thus, 400 horses in Brady should be returned by tho Assessor valued at ihreo thousand, two hundred dollars, (63,200); while 100 in Karthaus should bo returned ul eight hundred dollars, (8800); and those in Decatur and Huston should be returned at a simi lar rate. This would bo equity. The Assessor of one township should not bo allowed to return horses at $10 while another returns them at 70. This seems scarcely probable, yet such was the case at tho last assessment, and all the Assessors took the same oath. Tho result of this gross ine quality was that the County Commis sioners were compelled to overhaul tho assessments, and raise the valuo of the property thus nominally rated ; and in doing so, many a worthless horse was put too high, from the very fact thnt thoy had no personal knowl edge of the animal, sueb as tho Asses sor enjoys. Therefore, let tho Assessors adopt as u standard MO for a horse, $15 for a cow, $75 for oxen, and $75 for buggies and carriages, and they will enable the County Commissioners to raise tho amount of tax demanded by the Stale authorities, and in tho man ncr designated by law. In May last wo reviewed the assess ment of 18G9, and after pointing out tho insignificant valuation placed upon properly, said : "The inequality of assessments is also demonstrated iu other particulars While no township or borough has assessed horses or other property high enough, it will be observed thnt in somo (tho highest) tbey aro assess ed at $72, wbilo in others (tho lowest) thoy aro valued al but 42. This is certainly nol equality; becau'e, if a person happens to reside in the former townships, and owns a horse, bo must pay seventy two cents county tax, and school, State, road and poor taxes in proportion. If, however, bo resides in the Intter townships, ho only pays a county tax of Jorty two cents, or sev enty per cent. less. Sow, if a horse is worth $72 in Burnsido, or $70 in Huston, what is to hinder it from being worth the samo in Jordan, C'ov ington or Bradford ? This is a ques tion that interests Assessors and tax payers cspcciully the former, as they act nndcroatb; and it is ono for them to solve.
