thcreforo proceed to discuss it wholly
from a financial point of view.
That tho prison should be located
near tlio Court House no one denies;
but that it must be erected on tho
present silo is not essentially neces
sary. W hen disconnected, one, two,
threo or four squares off, it mnkos no
difforonce. It costs no more, nor is
tlio risk any greater, to convey pris
oners this distance than to bring them
irom an adjoining lot.

kept at Bellefonte, Uolliduysburg, or

taxpayers during this period to cm-
ploy the Sheriff and a ball dozen

four to six times a year, during the
sittings of the Court J This cannot
be done for a trifle. And then there
is no place to keep them during Court
after they aro brought hero. There
must be a good round sum expended
to erect a building to contain them,
as they cannot ba kept in tho court
room. This arrangement alone will
cost thousands of dollars.
This is not all : A Sheriffs residence
must be procured for at least a similar
period, at a cost of not less than ,200
per annum; with a lurgo amount of
other incidental expenses not dreamed
of now
Again, it is staled that tlio present
site can bo sold for tS.OOO after tho
new prison is completed. If this is
true, why not erect the new structure
in the tipper 1'ark, which would not
cost tlio taxpayers one cent? Where
is tho individual who would fail to
make an exchange of this kind on his
own hook f Besidos, the latter i. by
fur the bi'f.t loention. The question of
keeping up dintnRge, and the ease by
which water can be secured, alono, in
in our view, is enough to produeo a
chango. Wo aro aware that an objec
tion is made to creeling tho prison in
tho 1'nrk, upon tho ground that the
County Commissioners have no title
to tho premises. This is true, but it
will cost nothing to socure ono through
tho Legislature, from the fact that it
is every taxpayer's interest to get a
prison lot for nothing, sell tho old ono
(or a large sum and apply the proceeds
townrds tho eroction of tho now one,
besides saving at least $5,000 in inci-
ntal expenses. Men aro not often
found acting against their own finan
cial intcrcsis ; never in cases of this
kind, unless they are wholly personal
in their motives, and ihen they aro of
no public consideration, and need only
be probed a little to reveal thoir Hasti
ness. Public, interest should first be
consulted upon this Question, and if
private interest is adjusted by this
standard, then neither will receive
injury.
Citizens of this borough, more high
ly endowed with private thnn public
interests, bavo the right to object to
our views and designs, but no ono else
has, honco we projose to compromise
with such. Our borough is very much
in need of a good lockup or local
prison. Now, why not allow the
County Commissioners to erect their
building on the Turk, and in consid
eration for our tillo erect jointly a
complete lockup on tlio same ground!
A building of this kind must bo built

If they aro compelled to bny a lot
and then erect tho building, it will be
found lo bo very expensive. Resides,

Rockingham, and John W. Johnston.
of Washington county. Lewis is a na
tive of Rouklngbam county, fifty years
old ; was a member of the SeeeesioD
Convention ; voted against and refut
ed to sign the ordinance of secession;
was a Union man through the war,
and, aa the candidate of tb Walker
party for Lieutenant-Governor, h led
his ticket br 2,000 votes. John W.
Johnston is a native of Virginia, a
nephew of Gen. Joseph E. Johnston, a
lawyer by profession ; a Union man
through the war, and was appointed
a Judgo of Washington Circuit Court,

The barn of Mr. John Wagner, near
Milosburg, was destroyed by fire on
Tuesday night last, with all iu con
tents. Seven horses and eight cows
perished in tbe flames, together with
a lot of harness and farming utensils.
