lias been complied with in this county
tha jury at January and March
torms having endorsed the Commis
sioners petition to that effect. It,
therefore, becomes the duty of the
guardians of our county aftuin to pro
euro propor dusignti and estimates, in
in ordor to proceed properly and un
derstandingly in tho matter. Tho
erection of tho building is not tho only
point involved. Its locution is really
of moro vitul importance than its
erection. If built in a locality whore
it cannot be properly drained and
ventilatod, the health, not only of its
occupants, but thut of the citizeni of
the borough, is involved. When, as
in former years, not over two or three
prisoners hod lo be confined at one
time, this feature of the case received
no consideration; but now, when from
ten to twenty have to be housed, both
their health and safuty is jeopardized
n a building constructed on the obso
lete plan of the present jail. Let tho
Commissioner! deliberate and move
slow in the matter, and seek the advice
and counsel of the citizens of the coun
ty', before final action is taken in tho
matter. Thore is no danger in delay
ing a project of this character until it
is fully discussed in all its bearings,
by offlceri and citizens.

Street Improvements Again. We
are glad to observe that our appeals
to the liorongh Council and tho citi
zens genorally in bchulf of street im
provements bare not been without
effect, and that the former have taken
steps to procure the necessary legisla
tion bolore tho work is commenced.
Our Chief Burgess seems to be "the
right man In iho right place." In
addition to bia enterprise und public
spirit, he has had much experience in
the constrnction of roud ways, and
our citizens could not put tho control
of this matter in better hands.
There aro many different kinds of
street pavement in use in tho different
cities and boroughs throughout tho
country. Among the more prominent
ore the Nicholson, Belgian, Cobble
Sbono, Russ, and tho Macadamized.
Tho Jt icholnon is a wooden pavement:
is very popular w bcro it has been tried
and bas many advantages over the
others, but its great expenso would
prelude its adoption here. An exam
ination of its cost will show that it
cannot be laid for less than ta 50 or
fl.00 per squaro yard. Tho Belgian,
liuss and Cobble pavement are of
ttono. The fimt two of heavy dressed
block stone, which, with the scarcity
of matcriul in this vicinity fur the last
named, woulu make them all equally
asexponsive as the Nicholson. But
we think Macadamizing, which would
cost fur less, would answer our pur-
pono equully as well as any of the
pavements above named. It has du
rability added to economy and cheap
ness of construction. I)v Macadumi-
ng we do not mean such as has been
n practical use in the borough hero-
tolbre. There must be counecled
with it a system of drainago. Solid
ground on which to support tho artifi
cial structure by protection from wa-
cr underneath is the true principle on
which to construct good solid roads.
The Macadamizing itself would not
coat over 10 per square rod. Tako,
for instanco iSecond street : From
Walnut street to tho new bridge, in
e street-proper, there is about 414 i
square rods: this at 10 wnuld be I
1,M0. To this must bo added the
cost of gutters, which, if of brick,
would require about 00,000, and would
cost not over tt00 ; ndd also t.'OO fur
grading nmo. From this we must
deduct at least t'00 or S(!00 for work
already done on that street. This
would make the whole cost of Macad
amizing our main thoroughfare, gut
ters and grading included, not over
tn,000; a littlo loss than our street
taxes will amount to m (wo years,
and not more thnn the rcsidenls on
that street alone pay in four years.
Thcso estimales aro not made at ran
dom, but aro based on whnl has alreadt
been done here and elsewhere, und we
can show tho figures for everything
we say. Tho amount of tho taxes
annually paid by the citizons of the
borough would moro thnn pay the
interest on tho money necessary to
thoroughly .Macadamize most jf not
all of our streets. Our neighbors are I
fur ahead of us in this matter. It is
time that we should keep paoo with
the civilization of the age. And it is
time to practice a better economy
than to fill a mud holo with what will
make it a worso mud holo six months
after.
