In thin indictment we have thus fur
dwelt only upon things fundamental

tution the insidious undermining
yhich, if permitted to continue, must
ultimate in the toppling over of the
whole irovernnientul fabric. Of the
cost of this of the subntance wrung
from the owvut of men's brows to pay
for it we have said nothing. Little,
we trust, will answer our purpose.
Lot those figures rallicr indicate than
express the grinding burthens of the
1eonlo, put upon ihcm by keeping the
tadieal party in power.
They have, by the manner in which
they conducted tho war, and by pro
longing it for years nfter it might
and should have been closed, ana Dy
the most unnecessary, reckless and
ruinous prodigality of the people's
money, created a public debt whose
ascertained (official) amount is about
two thousand five hundred millions of
dollars, (2.500,000 ,) and which, when
the unascertained is added to it, will,
as estimated by Thnddous Stevens,
(who had charge of the subject of
finance, or ways and means and ap
propriations, for soveral years in the
Ilouse of Kcpresentatires, including
all the years of the war and since, and
who, therefore, had the best means of
information on this subject,) amouni
to the astounding sum of five thousand
millions of dollars, ($5,000,000.) This
estimate of Mr. Stevens' probably in
cludes tho private claims for the de
struction of property North and South,
debts arising out of breach of contract
by the government, and spoliations at
borne and abroad, growing out of the
prosecution of the war, and probably,
in his contemplation, also, the assump
tion by the general government of the
war debt of the several States, coun
ties, towns, &o. Others, again, have
estimated the dobt, all things included,
as high as six thousand million dollars,
(80,000,000.)
Thoy have not only not lessened the
stupendous debt, but have increased
it, during the last two months, over
thirteen millions of dollars, ($13,000,
000,) as shown by Mr. McCulloch's
offli inl report , . i
First, as to revenue : " :
' They have, from tho SOth of June,
18G4, to January 1, 1808, collected
from tho people a revenne amounting
in all, as set down in the official record,
to seven billions, sis hundiod and
eighty-seven millions, eight hundred
and one thousand and sixty-four dol
lars,($7,687,801,064,)including the five
billions, six hundred and twenty-seven
millions, four hundred and sixty
two thousand, three hundred and eight
dollars, ($5,627,402,308,) from loans
and Treasury notes.
As going to make up those seven
billions, Ice.., are put down, under the
head of "diroct taxes," (but these are
only from 30th June, 1862,) twolve
millions, one hundred and sixty-one
thousand, thrco hundred and twenty
seven dollars, ($12,161,327,) having
collected in 1867 alone, for direct tax
cb, four millions, two hundred thou
sand, two hundred and thirty-three
dollurs. ($4,200,233.)
Under the bead of "miscellaneous,"
two hundred and thirty millions, one
hundred and fifty-one thousand, nino
hundred nnd fifty-three dollars, ($230,
151,053,) having collected in tho one
year of J 800 under this "miscellane
ous" head, mark you sixty-seven
millions, one hundred and nineteen
thousand, threo hundred and sixty
nine dollars, ($07,119,309.)
They wrung from the people in the
one year of 1805, total revenue, the
appalling sum of one billion, eight
hundred and five millions, nine hun
dred and thirty-nine thousand, three
hundred- and forty-five dollars, ($1,
805,939,345.) Thus much on the subject of money
collected. Now a fow figures as to
money paid out expenses of carrying
on the Government.
They have cxpendod from June 80,
1861, to January 1, 1808, total, seven
billions, five hundred and fifty-seven
millions, seven hundred and forty-one
thousand, two hundred and ninetv'
five dollars, ($7,557,741,205 ;) having
spont in 1865 alone, one billion, eight
hundred and ninety-seven millions,
six hundred and soventy-four tlioa
sand, two hundred and twenty-four
dollars, ($1,897,674,224 )
As going to make up this sum, they
expended for the War Department
throo billions, one hundred and eighty
millions, threo hundred and sixty
eight thousand, four hundred and six
dollars, ($3,180.3G8,40G ;) having paid
out in ono year 18C5 one billion,
thirty-one millions, three hundred and
twenty-three thousand, throe hundred
and sixty, ($1,031,323,300.)
For the Navy Department, four
hundred and fourteen millions, eighty
throo thousand, two hundred and
eighty-fiive dollars, ($414,083,285 ;)
having spont for the year 1805 one
hundred and twenty-two millions, five
hundred and sixty-seven thousand,
sovon hundred and seventy-six dol
lars, ($122,507,776.)
For "ordinary expenditures," three
billions, nine hundiod and forty-five
millions, two hundred and ninoty.ono
thousand, ono hundred and fifty-five
dollars ($3,94531,155); having spent
under this head ol "ordinary expenses"
for the one year of 1805, one billion,
two hundrod and twelve millions.oiue

amasing sums of monoy which stag
ger the mind in the oflort to realise
them, the amount Bquandrod on the
Freedmen's liurcau would reach prob

say that during the seventy-three
years preceding the war, (as estimated
recently,) the whole expenditure of
the Government amounted to less than
fourteon hundred millions of dollars,
while the Radical party in the one
year of 1805 spent nearly ninotcen
hundred million dollurs, as above

Such an exhibit as this may well
strike tho people with dismay, and
causo them, as tliepdo, to cry aloud
for relief from so intolerable a burden.
