We might have supposed that the
programme which Wendell Phillips
set forth ut t'ooperlnsliluto on Thurs
day night w: s a very serious and
frightful thing, if tho reporters of the
different papers hud not. in their pecu
liar way, iiil'ornmd us that so many of
his most fi ightlul propositions were
received by thoaudieiico with "cheers"
ami "luugiiter." This helps us better
to comprehend bis enunciations than
any of his own elucidations of them.
As for his propositions themselves,
they are enough to terrify not only
the South, hut the North as well not
only rebels and Democrats, but ordi
nary Republicans and lladioals not
only Johnson and bis Cabinet, but
Grant and Slierninn as well in short,
everybody but General Butler and
those who swear by bis tiamo. For
Phillips proposes not only tho imme
diate impeachment of the President,
or, as he designates him, tho ''rebol at
the White House," but ho insists upon
his being hurled from office as soon as
impeached, and hints significantly at
his execution. Ho not only launches
his invective at Gencrul Grant, and
shows that he is in connivance with
treason and murder, but demands his
removal from the bead of the army
from which, we should judge, he
will be ablo to march directly to the
gallows. Boing thus rid of the civic
hea l of tho government and the com
mander ot the army, General lsuller
steps upon the stage, with tho army
under ins control ami mil powers in
his hand, with tfio South under bis
feet and the Constitution torn to pieces.
Well may Phillips exclaim, "luo war
is not ended ;" and he might equally
well have proclaimed that it never
will be ended, after bis programme
srets in the way of being carried out.
When ho gets more particular, bow
ever, and tells us that tho "light be
gins on tho 5th day of December, 18(50,
and from that hour tho machine is to
bo exclusively ours, ho brings the
dav of terror so near to us tliut we
are apt to te uivesiea 01 uie icare
which hang around the shadowy and
the remote.
Notwithstanding the "laughter' of
his audience, however, the mischief
which is being batclied by this unprin
cipled agitator is fraught with danger
to the country. HIS pulling iwnaru
of Butler as tho national headsman
shows tho passions be would like to
see arousctl, unu irom wnai uircciion
he looks for support. Phillips rarely
sneaks well of any individual, and
never before baa taken the stump for
any publio man. Nows ho has
found his man, and tho work to be
done ho lavs down. Butler himself
has doubtless been looking over the
around in his travels through the
Middloand Western States. To biin
tho matter is a more serious ono than
the orator who broaches it ; and were
ho at it, it would appearin a different
