bers threatened to voto ngainst the
appropriation bill, bceauso of the in
creased pay to members ; and it was
also intimated in Executive quarters,
that the $2,000 clause might incur a
veto; hence the villainous portion, (of
whom there is a largo majority,) m
order to savo this clause, after having
stricken it out, hitched on the sol
dicrs' bounty bill, in order to compel
tho refractory to voto for tho whole
bill, and also to prevent a veto. This
is the way Congress treats tho sol
dier. It takes no such trickery to get
millions appropriated to idle negroes
but when white soldiers ask for their
just dues, they can only get them after
doubling the pay of loyal Congress
men.
We will state, for the benofit of
thoso entitled to bounty, that they
need not be in a hurry about making
