appropriation bill, becauso of tho in
creased pa' to members ; and it was
also intimated in Executive quarters,
that tho $2,000 clause might incur a
veto; henco the villainous portion, (of
whom there is a largo majority,) in
order to save this clause, after having
stricken it out, hitched on the sol
diers' bounty bill, in order to compel
tho refractory to vote for tho whole
nlso to prevent a veto. This

is the way Congress treats tho sol
dier. It takes no such trickery to get
millions appropriated to idle negroes,
but when white Boldiers ask for their
just dues, they can only get them after
doubling the pay of loyal Congress
men.

before the proper department can
