' 2. ?20 per month to those invalids who being entitled under like condi tions to a lower rate of pension, "shall have lost both feet, or one hand and one foot, or been totally and perma nently disabled in the same, or other wise so distilled as to bo incapacitated for performing any manual labor, but not so much so as to require constant personal aid and attention." 8. $15 per month to thoso invalids ..who under Jike. condition, "shall have lost one hand or one foot, or been to tally and permanently disabled in the name, or otherwise so disabled as to render their inability to perform man ual lubor equivalent to the loss of a Land or loot." The above specified increased rates ofpension will be allowed only to those disabled since tho 4th day of March, 1801, and will date only from the 6th day of Juno.lSOG. The second and third sections of the ftct of Juno 6, 1863, are applicable to all pensions granted under the various acts of Congress. By the provisions of tho second section, pensions are secured to tho exclusive use and bene fit of the pensioners. Any "pledge, mortgage, sale, assignment, or trans fer of any right, claim or interest in any pension," is declared void and of no elloet. The third section provides that no pension money shall be "liable to attachment, levy or seizure by or to under any legal or equitable process 'whatever the same remains with the pension offico or any officer or agent thereof, or is in course of trans mission to tho pensioner entitled there to, but shall enure wholly to thobene fit of such pensioner." The fifth section repeals uncondition ally that provision of tho act of March o u'c l i i. 1 1 o, iouj, ii ii'ii ponxiunB were wun held from certain pensioners in civil employment under the government. Persons desiring the benefit of this repeal will make application for a "re newal" of their pensions, as in other cases, filling an'exnminnting surgeon's certificate showing their present disa bility, except in the case of those ex empt from biennial examination. The restored pcnsioi will date only from the passage of this act. The sixth section gives validity to a certificate issued afier tho death ofan applicatefor an invalid pension, if he lelt no widow nor minor child entitled to pension by a reason of his death, provided the application was pending. and tho proof complete at the time of his death.
