The Common School system of our State is now un der consideration in tho Legislature, and a committee of thrco has been appointed in Loth branches to consid er tho whole fpiestion, and report what changes, if any, arn nooushary to mrika it:i operations more uniform in all parts of tho Commonwealth. It is alleged by tho friends of a new sys tem that "there is at present an unjust discrimination in makingeach district levy its own rate of tax, and keep its schools open for a fixed term, without any regard to the ability of its inhab itants to pay. In wealthy districts the law works well, but in the poorer tactions it is oppressive and unjust." In lieu of tho present code of assess ing and collecting tho school tax, it is proposed to fix a tax upon tho bais of two mills to tho dollar valuation upon tho real and personal property of the State, and about ten per cent, of tho gross receipts coining into the Treasury. This sum, is said, will at any time, over and above expenses, supply $1,000,000, and will allow 45 cents per month to a cholar,or 52 2b per scholar for a minimum term of five months' tuition, by paying S21 CO per month to teachers. This is a most important matter, and we hope that full and deliberate consideration will bo bestowed upon all Lranches of tho subject beforo any chango is niado.
