Among tho most important movements
that have taken place at Washington, is
the determination of tho Administration
to treat the privateers "pirates" now
imprisoned in New York and Philadel
phia, as prisoners of war, and the issuing
of orders lo transfer them to tho Torts of
New York and lioston, pieparatory to
their exchnnco for federal prisoners of
war now confined in the South. I!y this
decision we may soon expect to hear of
the releoso of Col. Corcoran, and others,
who were held ns l.otti.gcs, and lo share
tho Fame f'llo that was to be awarded
Iheso privateers.

upon every man in the State, a tax upon
all salaries and incomes, "above a medium
of family wants," (a very suitable scnle.)
A tax on bank notes, checks, bonds or
certificates of deposit, and all otiier obli-
proportion of those that arc sent will not
bo taken from the Tost Offices and hence
the Tost Office Department, nfter paying
the expense of their transmission and re
turn lo the Department as dead matter to
be mado fuel for bonfires, or sold to the
naper-irakers will derive no revenue at
til, and tho people deprived of that
amount of information.
A rejorm of the ahutcs of this high priviS
rge was much ncedod ; but not tho total
annihilation of the system. Wo have
'jouoted much of our intelligence a a na
tion. Yet recent nnd transpiring event
show most conclusively that thi want of in"
formalum was the cause of our destruction.
No man can new doubt that if the people
of the North, and tho people of the South,
had understood each othet as well eigh
teen months or two years ngo, as they do
now, they would not now be engaged in
each otheis' destruction. The people of
the South tvero led to believe that the
people of the North not only acknowledge
od the doctrine of secession, but that they
were actually in favor of peaceable separ
ation ; and on the other hand, the people
of the North were made believe that the
South was a poor, weak, dependent com
munity, without energy or resources,
clinging to tho North for support and
protection, and that in case she was stub
born and disinclined lo do what wo of tho
North desired of her, it would only bo a
"breakfast job" to whip her into terms.
Such was the state and mngnitudo of our
ignorance previous to the commencement
of our present struggle. We do not pro
tend to say that tho longer practice of our
present ftauking privilege would prevent
similar misunderstandings in the future.
But when we see what great trouble our
ignorance has brought upon us, should
we not raihor seek to open and widen the
avenues of information to the people than
to contract and obstruct them T
Bc?Nolwithstanding tho innumerable
contradictions and follies ol the Black Re
publican party, they pre bound to be ahead
in some things. The case of Mason nnd
Slidell fumishesji notable instance.
When those worthies were arrested by
Capt. Wilkes they "rejoiced with exceed
ing great joy," nnd their presses nnd pol
iticians pronounced it a death-blos? to
Jeff Davis & Co.-that tho last "feather"
shall bo instructed not to repent acts loi'lin-jnncrs belonging lo tho army of the
wliich tho Dritish government will have , ;nit0, states may be held, and there tnko
tousle redress, and which tho United 1 ,., pleasures as may bo needful to pro

Tho bill authorizes tho nssessor to ad

and that tho list includes every article of
taxable property owned by him. nnd a
just and true valuation of tho same.
Tho House, since the commencement
of the session. hs been principally cnga
ged in trying contested seats, and the
raising and nppointing of committees for
the investigation of frauds committed by
the reform parly no in power. The
committee to invesligato the railroad
frauds cot.sisls of Hopkins, of Washing
ton ; Ryor, of Schuylkill ; Strang.of Tion ;
Alexnnder, of Indiana; nnd Crane, of
Woyne. Two Democrats, two Keptibu

The Pittsiiircu Post. It affords us
much pleasure lo note tLo very great im
provement that has taken place in that
old nnd influential Democratic organ, tho
Pittsburgh l'ust. This improvement is not
confined to its mechanical appearance,
nor to its promptness, punctuality and
reliability as a faithful chronicler of pass,
ing events; but it is more conspicuously
displayed in its editorial department by a
vigor and an energy tthat well befits the
leading organ of tho Democracy of Wes
tern Pennsylvania.

a favorite in this sect ion, and those of our
renders who wish to receive tho latest
liscretion in the athur.

Nashville had been sold to English ship
owners. The United States gunboat Tus
carora, however, continued lo blockade
her.
Financial writers in tho English jour
nals indulge in all sorts of gloomy forefoo
of the United States, und to such an ex
tent as may bo permitted by the authori
ties under whom such prisoners are held.

the Indiana Conference, nnd ordained suc
cessively, a deacon and elder, lie took
