Tt'.o Southern Commissioners have most
positive assurances from the administra
tion that no attempt would bo mado to
reinforce Fort Pickens- This has been re
peated to them pevcrnl times. They feel
bound to tuko these assurances. They
have no rijht to go behind this. If the
Administration have so decided, then of
course the responsibility of precipitating a
collision, and plurgiug the country into
civil war, will'iest solely with tho powers
that be.
A Republican Senator stated that there
was no doubt that the nb indonment of
Fort Piekens would take place in less than
twenty days. The hesitancy, it is said, of,
the Administration, in regard to this
point, is from the sme c.iue that has
created the delay in the case of Fort Sum
ter, namely, a desire to avoid its effect on
tho New Enrdand elections. There is no
doubt, however of the ultimate purpose
of the Administration.

It seems that a system of Spanish emi
gration has been going on at that island,

the emigrants being instructed to hoist

arrived and they had pained sufficient

protection of Spain.
This was done on the Ctu instant, much
to the astonishment of the blacks and
natives there.
When the new reached Havana, the
Spanish frigate Iiianca, fully armed with a
large number of regular troops, was dis
patched thither, sailing on the 23d.
Two screw frigates were boon to follow
with h thousand regulars
A largo naval and military force of ten
thousand is said to bo on the way from
Spain to Cnba
