LETTER OF JUDGE BLACK As there is at present much excitement in Philadelphia, Northumberland and oth er counties, in relation to the right and the policy of counties making subscriptions for Railroad stock, wo present our readers with tho letter of Judge Black on the sub ject Philadelphia, Fob. 16, 1853. My Dear Sir .—ln reply to your ques ' about tho propriety of our County lissioners subscribing to the Con isville Rnilroad Company, I have to that I think it most unwise and wrong, i amaze me when you toll me that any lion of our peopld are seriously in fa of it. venty five years ago, the people were that the interest pn the State Debt Id be paid by the profit of the Public •ks. Under the influence of this delu the Commonwealth came as near ruined as a great Stato could be. here has always been a disposition lg those who wish to build railroads lig canals to make the public pay the so somo how. /morly it was done at tho expense pf Itate ; but tho State ha 9 grown wiser and those enterprising gentlemen swamped her, are now fulling back tho counties. Some counties have idy been seduced into large subscrip j; but I hope and believe ours is too iiblo to be caught. They tell you that call will bo made for payment, or that stock which the county will get in ex ingo for her bonds, will bear a value il to tho debt. Believe it not. It is rary to all past experience. If rnil atocks are so profitable, why don’t v sell them to capitalists, and thus raise money, instead of first exchanging for county bonds, and then putting „ bonds into market 1 The State subscribed immense suras to ■movement corporations —got the stock, it it for many years without getting any idends —and then sold it for two or „ cants on tho dollar. :» As sure as the county authorities put %heir names to those bonds, so sure will ttjihe debt have to be paid. Unlike the Jfetote, a county may be sued, and when %udgment is obtained, it will be the duty -< o f tho Court to execute it by mandamus, ?'iitjd compel the Commissioners to lay a '’i'tax sufficient to pay it. t Besides, the thing is wrong in principle. ; fCounties are corporations crented for cer 'iM tain municipal purposes, and not to make railroads. The commissioners are our ‘ agents to manage the public municipal ?! business of the county, not to engage us in speculation. What right have they to ; pledge our property against our will for 'anythingbut county purposes? 5 Our neighbors, who are in favor of this . measure, are no doubt honest, but we are 'entitled to an opinion as well ns they, and /« will join you in protesting against it to xtbe last. lam truly yours, &c., i J.S. Baskin, a well known citizen ■of Mercer wua stabbed arid almost instant- Vly, killed, on Friday evening last, a short ’distance from his office, by some person .unknown. . . , Our informant says that tho wound was {■inflicted with a dirk knife. The Docter .'.walked from the spot to his office, the ijblood gushing from his neck in a strenm.-- J'Hia hired man in attendance, seeing his excluimed, “Doctor, I’m afraid fau are killed.” The Doctor replied <*‘No, I guess lam not hurt much. ine .■■unfortunate man then walked to the glass =»;&p examine his wound, staggered and Tell 'Coorpso. There is no '4oubt but. that the person who did the deed : Will be dipcovered. It is impossible that ;:%e should long escape detection. -IP Dr Baskin has been accused ol toning improper lihorties with female patients.— The peace of at least one family has been lestroyed by allegations or proof ol such tonduct, resulting in a separation of hus land and wife! It is said that several in- Bctments were pending against him, whicn jjjould have been tried at the next session f.the Court. ~ • But he has gone to his account and is lyond the jurisdiction of any human tnb hal. The following speculations as to the ndvanco in tho price of iron arc from the Boston Railroad Times: Tho sudden and great ndvanco which has recently taken place in the price of railroad iron, is a circumstance of unusual importance to various interests of this country. In less than a year tho price of railroad iron in Great Britain —which is the principal seat of its manufacture and its controlling market —has advunced from £5 or 825 to £lO or 850 per ton.— There is every reason to believe that it j will continue to rise, and not stop short of £l2 or £l4 per tou. Six years ago iron went up in much the same way, rising in a very brief period from £5 to £l2 per ton. This advanee then was produced ns : it is now, by the projecting and construct in'* of a great number of railroads, with the essential difference that the mania at that time was confined chiefly to England, whereas now it is diffused over many countrios, raging most furiously in ourj own, and embracing a much vaster nggre- j gato of projects. The railroads in pro gress which produced the great udvance in iron in 1847, did not exceed three thou sand miles in aggregate length, though a much larger amount was projected, and afterwards partially abandoned. The in vestwent of capital in these British rail- roads caused the most disastrous commer cial revulsions ever experienced in Great Britain. It ruined many hundreds of her richest merchants, and produced a long continued prostration of every industrial interest, from which it required years of patient la- bor and economy to recover From the best information accessible to the public it appears to be quite certain that there are now in progress, and actual course of construction, in Europe and America, at least twenty thousand miles of iron railroad, besides a vast amount of projected ruilroads not yet begun, which wo do not take into account. Of this amount of railroad in progress, 5,000 belongs to Europe, and 14,000 at least to this coun try, exclusive of more than 1,000 miles j now constructing in Canada. We have! seen a list made out of the railroads now under way in each State, which amounts in the aggregate to more than 13,000 miles ; and which list has understated rather than overstated the truth, for in this State alone it omits 60 miles of rail road in actual construction, and has made similar omissions as to other States. However incredible the aggregate may appear at first sight, it is impossible for the most careful scrutiny to mako any de ' duetjon from it. Railroads require at least one hundred miles of iron for a single track, and ol the roads in progress in Europe, 1,000 will be double track road. It follows from this, that the railroads now in course of con struction in Europe and America will re quire for their completion no less than two millions and four hundred thousand tons of iron. To make this quantity will occupy all tho rolling mills in tho world, which are engaged in the manufacture of railroad iron, at least six years—those of Great Britain furnishing three-fourths,and the United Stales, France and Belgium, the remaining fourth. The best authori ties do not estimate the largest quantity of railroad iron in any one year even ns high as 400,000 tons, yet oven at this rate it will take six years to furnish iron for the roads already begun. The necessary consequence of this state of things is, that the price of railroad iron will not only keep up, but further ad vance, and be maintained at very high prices for a long time. This will mako the manufacture of railroad iron the best manufacturing business that can be undertaken in this country for some years, for it is affirmed on tho best author ity, that the article which is now selling at $7O, with every prospect or advancing at least $BO per ton, pays a fair profit lo the I maker at $5O per ton. The advaheein iron will nearly double the cost of many of the railways at the west and south, for the cost ot grading! upon some of them was less per mile than the cost of tho iron, even before it advan ced The profit to a few of the coinpa nies which have secured their iron at bw rates, will be very large. Tin English railroad companies are now compelled lo pay $lO per ton more for iron at home, than the price at which our rail road companies were enabled to obtain it upout a year ago, freight und duties inclu ded. ■ _ The slave thade in Bbazil.— -It ap pears that the Brazilian slave trade has become nearly extinct. This is mainly due to the measures of the Brazilian gov-, ernment itself, which, of late, has become j sincerely and resolutely in earnest to sup-1 press the traffic. The importation of slaves into Brazil in 1848 amounted to 00. 000, and in 1851 to only 3,236, oi which 1 006 were captured by Brazilian cruis ers and declared free. During the pnst year one vessel, ancj only one, it is said, is known to have landed a cargo of slaves on the coast of Brazil; and this occurred last Juno. The Brazilian government denis very summarily with tho slave tra ders Anv person found concerned in the traffic, no matter what his rank or condi lion may be, ho is imprisoned or banished lout* ceremony. _____ LATEST FROM MEXICO.
