The Case of Archibald Rldgeley.—The Course l of Governor Bigler. , Observing that a number of Whig and Abolition - papers ' have recently. been as sailing and violently ■ abusing the Govern or, for his.coriduct in tho case of Archibald Ridgbley, who killed the’slnvo Wm. Smith, at Columbia, last spring; and recollecting that wo bad heard it said at the time, by those who understood tho question, that tho courso of- the Governor was a highly correct one| and entirely satisfactory to the pcoplo of Lancaster county, the scene of , the tragedy, VVe concluded to go' to the State Department and ask to bo shown the official facts as they appear upon roc- § or(3 ‘ , ' V. ’ B It soems that boforo affidavits sufficient ® to 'sustain a requisition for tho dolivory of 'H officer Ridgely had boon presented to tho 'd Governor, tho State of Maryland appoint- H? cd two commissioners to visit Pennsylva | nia,.collect all the fids and communicate will) Governor Bigler, touching this unfor- J tunato affair. Tho commissioners thus appointed camo to tho scat of Government in the absence of Governor Biglor and im mediately repaired to Lancaster, and, in ;| company with John L. Thompson, tho dis ;T trict attorney of that county, proceeded to •.k collect all the evidence that could be found ,'J§ in the case. The lestimony thus collect ed was forwarded to Governor Bigler.— I The day nfWitcame to hand ho was call ed upun by tho Maryland commissioners, who solicited n few days delay before a 1 final decision in the case, until thoy could collect testimony to identify tho deceased, as a slave, and Mr. Ridgely as an officer. The Governor concluded to accede to this request, Dn condition the said comrriission fers would give him an official assurance : f that Mr. Ridgelcy would not take ad van- §,tnge of. the delay to escape. They gave fysuch ussurancc, and their communication £ is now on filo in the office of the Secreta &ry of the Commonwealth. Immediately ft upon tho presentation of this testimony, the Governor proceeded to make an ox '’jnmination of the whole ease. He found Jlh eprima facia case, of unlawful.killing, by'no paeans a clear one’. The force of tho-first affidavits taken had been much impaired by subsequent testimony, which .ijwent far to sustnin the plea of accidental Shilling. In view of this character of the #testimony—the important nature of the • Scase—the excitement which existed on tho ftfsubject at the time ; but above all, in con- oj the positive declaration of one ■ifofthe Maryland commissioners, that Mr. %diidgcky would never be given up on ■ much evidence as that, Governor Bigler Sfelt it his duty to send the case to a grand of Lancaster county. He had really other proper and manly course to pur sue. Although satisfied that Mr Ridgeley was not guilty of murder, ho believed ho should be brougt to trial on the charge of manslaughter, and under all circumstances repudiated the idea that such trial could ' not lie impartial. lie accordingly sent ' jhe evidence to the district attorney of Lancaster county, to bo laid .before the •grand jury of that county, and distinctly as appears in his letter recorded in fjjjko office, that “should an indictment be 'Wbiind; against Mr. : Rulgclcy, the requisi tion for his arrest should be issued without Jjjgelay," and ho further informed the dis ci attorney tliat he had an assurance jm Mr. Scott and Mr Buchanan, thp mmissipners on thp part of Maryland, jfhat Mr. Rftlgeley ’would nottalce advan-\ mgeo/Mw delay do escape •; and here tho 3Lunection of Governor Bigler,'with this ■Hhfortunate .affair terminates. !
