Times of yes- I terday that orders were received from the Navy Department at Washington on Sat urday night, directing the sloop-of-war Cyane, er. N. Hollins, Commander, to pre pare immediately for sera; and to sail for Havana at the earliest moment possible. As the Cyane had just arrived from Nor folk, she was ready tor sea, and accord ingly took her departure on Sunday morh ing. She was towed outside the Hook, in order to get a fair breeze, and is now on her way to Cuba. It is also reported that the U. S.' steam fiigate Mississippi has been ordered to follow the Cyane with all dispatch. The object of this movement, although nothing certain can be known in regard to it, cannot be difficult of conjecture. The treatment to which American vessels are now systematically subjected by the Span ish authorities of Cuba, renders indespen- Bible the presence of a strong naval force for their protection. The times says : We take it for granted that the com manders of these vessels will be instruct ed. to avoid everything which can give the Spanish authorities the slightest ground of just complaint, but at the same time to re sist and repel, at every hazard, and by all needful measures, every attempt to ex ercise undue' authority ow vessels of the ! ON AN AmEBICAN VEssm.--The bark Cornelia, which was recently boarded by the author ities at Havana, and had her mail bag and two passengers seized, has arrived at New York. A Creole, named GUzman, was one of the passengers, and was arrested on the charge of taking letters to New York, which found in - his truuk.:: The other was an engineer?':named Atrriuel'Heark ness, who had come on board without the knowledge 'of the captain. , Ile•was seized fo l i not having a passport. Both were sent to` prison, and the mail bag• taken to the captain General. The result of this high handed and extraordinary measure was the arrest; the same night, of Francis Fritts, Count of Pozas Dulces, and his brother Joseph, Deminge'Arrozarena:and the Mar quis of‘ Campus .Llnnes, who hold very high positions in society in Cuba, and ate gentlemen of great wealth. The Count of Vaal :Dulce's, aged about forty-five, is one of the most talented gentlemen in the 'lsland. Democratic Rejoicing in Ohio. Cleveland, Oct. 16.—The Democrats hnd a grand jubilee to night, to celebrate their recent victories in Pennsylvnnia,Ohio, Indiana and Florida. A large bonfire was built on the square, the artillery announc ed the time for assembling by firing one hundred guns,and a torch-light procession moved through the principal streets,— Hecker's German band performed amid the booming. of cannon and whip.ing of rockets, and there was a grand and impos ing display of transparencies.
