TO THE PEOPLE OF POTTER COUNT%
The recent aggression of the Slave Power,
in repealing that section ,of the Missouri
Compromise act prohibiting Slavery in K./m
-ans and Nebraska, calls for immediate action
on the part of all true friend's of Freedom.
The Slave Power, 111 the violation of the
3lissouri Compromise, has put au end to the
whole system of Congressional compacts be
tween Freedom and Slavery. It thus becomes
the •duty of all genuine friends of a Fiee
orernment to stand only on the Constitution,
and observe its provisions in reference to
con:roversies arising between the different
sec ions of the coon:r•.
Relying upon the apathr and indifference of
the North, the leading Southern organs openly
avow their intention of procuring. by :pur
chase or by war, Cuba, Hayti, and a portion
of Mexico, and the valley of the Amazon,
for the purpose of forming a slaveholding
power sulliclent to overbalance forever the
influence of Freedom in the councils of the
Nation. To resist this scheme ; the North
mast be united; "the question of Freedom must
be made paramount to all other political ques
tions." That section of the Missouri Compro
mise which pledged as sacred forever to
Freedom the Territories now known as Kan
sas and Nebraska, must be re7nstated. The
system of Slavery must lie denationalized.
.ani this Government brought back to its
original policy of Freedom. For th:s pur
pose, meetings of the people have been
already called in Vermont, Ohio, Indiana,
Miyhinn,Wisconsin, rmi Massachusetts,whi:e
,:hers of the Free Sta.es are preparing for
the same action. With the same purpose in
several County Conventions have al
ready been held in this State, in which all the
opponents of the Nebraska outrage, without
reference to old party connections, have met
loge heft and acted harmoniously, with a view
to the restoration of the Missouri Compro
mise.
Believing the. People of Potter enmity are
reidv for thit movement, ive invite our fidlow
citizens, without distinction of party, to meet
in Mass Conrention at Coudersport on Mon
shy ecening, September ]4th, to counsel
loge her, end take such ac'ion as the crisis
requires. We also iuvi,e all of our fellow
cidzeus, who are in favor of restoring the
Missouri Prohibition, and of repe.ding the

THE 11MIMY MEETINGS.
The people of this County who are
in favor of the restoration of the Mis
souri Prohibition of Slavery in Kansas
anti Nebraska, and in favor of the re
peal of the Fugitive Slave Bill, are in
v:ted by the circular published in an
caber column, and signed by a majori
ty of the voters in the County, to meet
in thvir several Townships, on Murs
er Sept. 11, " and make
:ainations for the offices to he filled
the ensuing election; making return
to the ittiss meeting, of all the votes
riven for each candidate."
The object of this plan of Making
nominations, is to de , troy the raitc - us
:pie - in t and to substitute in its place,
nominations by the People in their
everal townships, which will enable
every voter to express his own choic e
for candidates, and will prevent the
possibility of nominating a candidate
who is obnoxious to thes‘voters. We
believe this is the only safe and repub
lican plan of making nominations, and
therefore we trust all independent men
will turn out on the 14th, and make
choice of such men for candidates as
they think are most suitable to fill the
several offices. , And the better to in
mre a full turnout, we hope some
active friends in each, township will
;!,et up notices of the house a'nd place
fif meeting, and put them up in every
•-aspicuous place. We would also ,

PROPOSITION I, TO BE ARTICLE /I
§ 1. The aggregate amount of debts here
after-contracted by the Commonwealth shall
never exceed the sum of five 'Mildred thou
sand dollars, except in case of war to repel
•invasion,'suppress insurrection, or to redeem
the public debt of the Commonwealth, and
the Money ea raised shall be applied to the
purpose fbr which the debt May be contracted,
or pay. such debts, and to no other purpose.

session after the adoption of dhii! section into
the Constinition, provide by law!^for the crea
tion ,of,-ti sinking fund, which shall not be
abolished till the said public debt be wholly
paid, to consist of all the net, annual income
from the public works and stocks owned by
the Commonwealth, or any . other funds arising
under any revenue law now existing or that
mayithereafier be enacted, so far as the same
may be required to pay the interest of said
debts semi-annually, and annually. to reduce
the principal thereof by a sum not less than
five hundred thousand dollars, increased yearly'
by compounding at a rate of not less thanl
fifty per centum per annum; the said sinking
fend shall be , 'invested in the loans of the
Commonwealth, which shall be cancelled from
time to time, in a manner to be provided by
law: no portion of the sinking fund shall ever
be applied to the payment of the debt of five
hundred thousand 'dollars nientiOned in' the
'first :section of this article, but the said sinking
fund shall be applied only to the purposes
herein specified.
- § 3. The credit of the Commonwealth shall
not iu ally way be given or loaned.to or in aid
of any individual, company, corporation, or
association, nor shall the Commonwealth here
after become s joint owner or stockholder in
any - company, association, or corporation in
this Cothmonwealth, or ele;ewheie, formed for
any purpose.
4. The Commonwealth shall never assume
-the - debts of any county, city, borough, or
township, or of any corporation or association,
unless such debts shall have been 'contracted
to repel invasioh,-suppress in4urTection, or to
defend the state in war.

Prohibiting Municipal Sobscriplions.
The Legislature shall never authorize any
county,' city, borough, or township, by a vote
of its citizens or otherwise, to become a stock
holder in any joint stock company, association,
or corporation, or to raise money for, or loan
its credit to, or in aid of any such company or

singnlar his goods and chattels, lands and ten
ements, in whose hands or possession soever
the same may be, so that he be and appear
before the Judges of our Court. of Common
Pleas, et Coudersport, at a county court of
common pleas there to be held for the said
county on the third Monday of September
next, then and there to answer Miatthew a.
Ennis, Wm. Ennis, and Joseph B. Welel of a
plea of Assumpsit, not exceeding five hundred
dollars; and also that you summon the person
or persons in whose hands or possession the
property of the said Silas Sutherland may bo
found, so that they be and appear before our
said court at the same time and place, to ans
wer- what may be objected against them, and
abide the judgment of the court therein—and
have you then and there this writ.
