who had been kidnapped and reduced to Slavery by an act of piracy. They
do, therefore, pray your Honorable Bodies not to apprepriate any t monerfrom the ?
public Treasury to reward these r.leimant4 z who had no just or legal demands
upon the service of the said Africans, but had restrained them of their liberty
contrary to law. _

Citiztins coming within. their jurisdiction from other States, are liable to be fined
or imprisoned and sold as slaves, wiiheut having committed any crime, and in
violation, as:yoer petiii - oners s believe, of the guaranties of the Constjtution• And
whereas difficulties have.occurred procuring an adjudication upon the consti
tutionality of such laws by the Supreme Crurt of the United States,
.They do; in view of the importance both of the principle involved in the said
laws, , - the practical wrong and inconvenience resulting therefrom, respect
ful! • ray - your Honorable•l3odies to take the said matter into serious considera
tion, and to take such action thereon as to your wisdom shall seem meet, for pro
tecting the citizens of one State coming within the jurisdiction oflinother State
from being fined, imprisoned or sold as slaves of color by any law or police regu
