Tax on Building Associations.— J l l htrcnnrnxis3ioner'of internal revenue has decided that building associations loaning money on real estate are liable to a special tux as bankeis, as per section 70, para graph 1, of aet of June JO, ISG4, which says: "Every person, linn or company having a place of business where money is loaned or advanced upon bonds, slocks, bullion, bills of exchange, or promissory notes, is regarded as a banker.” This comprehends the loaning of money on real estate. As bankers, building associ ations should also make a return each month of the amount of capital used, for the the tax of one-half of one-quarter per cent., as provided in section 110, act of June 30,1608.
