8. As additional aid, it makesanabsolutodona
llon of 12,800 acres of land to tho mile, lying upon
each side of tho road.
0. Tho bonds pay six per cent. In gold, and tho
principal is also payable in gold.
10. The earnings from tho local or way buslueta
. were over Four Million Dollars lost year,
which, after paying operating expenses, was
much more than sulllcleut to pay the interest.—
These earnings will vastly increase on the com
pletion of tho entire lino In Jbliy.
12, No political action can reduce the rate of
interest. It must remain for thirty years— six per
ccAt. ver annum in gold, now equal to between
eight and ulnelpor cent. In currency. The prin
etixil is then payable in gold. ifa bond, with such
guarantees, were Issued by the Government, lla
market price would not bo less than from 20 to 2o
per cent, premium. As tho bonds are Issued un
der Government authority and supervision, up
on what is very largely a Uovorumentwork, they
must ultimately approach Government prices.—
• No other corporate bonds are made so secure.
13. Tho Issue will soon bo exhausted. The sales
have sometimes been, half a million a day, and
nearly twenty millions have been sold. About
ten millions more may be offered. It is not im
probable that at some time not far distant, all
the bonds tbo Company can issue will bo taken
by some combination of capitalists and with
drawn from the market, except at a largo ad
vance. The long time, tho high gold interest,
and tho perfect security, must make these bonds
very valuable for export.
All tho predictions which tho officers of tthis
Company have made in relation to the progress
and business success of their enterprise, or tho
value and advance in the price of their securi
ties, have been more than confirmed, and they
' therefore suggest that:parUcs who desire to In

tor' or clerk of any election of this common
wealth, and that no Inspector, Judge, or other
officer of any such election, shall bo eligible to
any office to bo then voted for; but nothing hero
in shall bo so construed ns to prevent any mili
tia officer or borough officer serving ns judge. In
spector or 61erk at any general or special elec
tion ; nor shall anything heroin contained be so
construed as to prohibit a judge, Inspector or
clerk of election from being voted for to fill any
township ollice, or render either or any of them
Ineligible to hold the same.
Particular attention Is directed to the first sec
tion of the Act of Assembly, pnssbd the 30th day
of March,A. D., 1860, “An Act regulating the
manner of Voting at all Elections, in the several
counties of this Commonwealth
“That the qualified voters of the several coun-
tics of this Commonwealth, at all, general, town
ship, borough and special elections, are hereby,
hereafter authorized and required to vote, by
tickets, printed or written, or partly printed and
partly written severally classified as follows: One
ticket shall embrace the names of all Judgesof
courts voted for, and to ho labelled, outside, “ju
diciary one ticket shall embrace the names of
all State officers voted for, and bo labelled,
“State;" one ticket shall embrace the names of
all county officers voted for, Including aSonator,
member, and members of Assembly, if voted for,
and members of Congress. If voted-for, and bo la
belled, “county;" one ticket shall embrace all
the names of all township officers voted for, and
bo labelled “township;" one ticket shall em
brace the names of all borough officers voted for.
ahd bo labelled “ boroughand each class shall
bo deposited lirseparato ballot-boxes.”
In accordance with the provisions of the Bth
section of an act entitled “ A further supplement
to the Election laws of this Commonwealth,” I
publish the following:
WiinuKAS.By the acts of the Congress of the
United States, entitled, “An act to amend the
several acts heretofore passed to provide for the
enrolling and calling out the national forces, and
for other purposes,” and approved March 3d, one
thousand eight hundred and sixty-five, all per
sons who have deserted the military or naval
services of the United States, and who have not
been discharged or relieved from the penalty or
disability therein provided, are deemed and ta
ken to have voluntarily relinquished and forfeit
ed their right of citizenship and their rights to
become citizens, and are deprived of exorcising
any rights of citizens thereof:
And whereas. Persons not citizens of the United
States are not, under the constitution and laws
of Pennsylvania, qualified electors of this Com
monwealth:
Section 1. Be it enacted, Ac., That In all elec
tions hereafter in this Commonwealth, it shall
bo unlawful for tho Judge or Inspector of any
such election to receive any ballot or ballots
from any persons embracedlu the provisions
and subject to tho disability Imposed by said
act of Congress, approved March 3d, one thosand
eight hundred and sixty-five, and It shall bo un
lawful for any such person to oiler to vote any
ballot or ballots.
Section 2. That If any such Judgo or inspec
tors oCelecliou, on any ouo of them shall receive
or consent to receive any such unlawful ballot or
ballots from any such disqualified person, ho or
they so offending shall bo guilty of a misdemean
or, and upon conviction thereof In any court of
sessions of this commonwealth, ho shall for each
offense, bo sentenced to pay a fine of not Joss
than ouo hundred dollars, and to undergo an
Imprisonment In tho jail of tho proper county for
not less than six days.
Section 8. That if any person deprived of citi
zenship, and disannulled ns aforesaid, shall at
any election hereafter to bo held in this com
monwealth, vote or tender to the officers there
of, and offer to vote, a ballot or ballots, any per
son so offending shaU bo guilty of a misdemean
or, and on conviction thereof in any court of
quarter sessions of this commonwealth, shall for
each offence bo punished in likewise manner ns
provided in the proceeding section of this act in
case of officers of election recolving'&uoh unlaw
ful ballot or ballots.
Section 4. That If any person shall hereafter
persuade or advise any’person or persons, de
prived of citizenship and dlsquaUfled ns afore
said, to offer any ballot or ballots to the officer of
any election hereafter to bo held In this com
monwealth, such persona so offending shall bo
guilty of a misdemeanor, and upon conviction
thereof in any court of quarter sessions of tills
commonwealth, shall bo punished in a like man
ner as Is provided in the second section of tills
act In tho case of officers ol such election receiv
ing such unlawful ballot or ballots.
Agreeably to tho provisions of tho sixty-first
section of said net, “ Every General and special
Election shall ho open between tho hours or eight
and ten in tho forenoon and shall continue open
until seven o'clock In tho evening, when tho
polls shall bo closed.”
Pursuant’to tho provisions contained In tho
seventy-sixth section of the act first aforesaid,
tho Judges of tho aforesaid districts shall respec
tively take charge of tho certificates of return of
tho election of their respective districts, and
produce them at a mooting of ono Judge from
each district, at tho borough of Carlisle, on the
third day after tho electlon,boing, for tho pres
ent year ON FRIDAY, THE OTH DAY OF NO
VEMBER NEXT, then and there to do and per
form tho duties required by law of said judges.
Also—That whero a judge by sickness or un
avoidable accident, is unable to attend such a
meeting of judges, then tho certificate or return
aforesaid shall bo taken charge of by one of tho
Inspectors or. Clerks of the election of said dis
trict, who shell do and perform tho duties re
quired ofsatdjudge uimluo to attend.
