Election proclamation.—
Whereas, In and by an Act of the General
Assembly of the Commonwealth of Pennsylva
nia. entitled, “An Act relating to the elections
of this Commonwealth/’ passed on the 3d day of
July, Anno Domini, 1839,1 t Is made the duly of
tho Sheriff of every county within this Com
monwealth,to give public notice of tho General
Elections, andln such notice to enumerate—
-Ist. Tho Officers to bo elected.
2d. Designating tho places at which tho elee
t ions aro to be held. Therefore,
I, JOS. C. THOMPSON, High Sheriff of the
County of Cumberland, do hereby make known
and give this public notice to the electors of the
Countv of Cumberland, that on Tuesday tho 3rd
day of November next an election will bo hold at
tho several election districts in said County, at
which time they will vote by ballot for
TWENTY-SIX ELECTORS.

NOTICE IS HEREBY GIVEN
t hat every person, oxceptlngjusticesofthojioaco,
who shall hold any office or appointment of
protit or trust under the government of the
United States or of this State, or of any city
or incorporated district, whether a commissioned
officer or otherwise, a subordinate officer or
agent, who is, or shall bo, employed under
the legislative, executive or Judiciary depart
ment of this State, or of any city or Incor
porated district, and also that every member
of Congress and of the State legislature, and of
the selector common councilor any city,or com
missioners of any Incorporated district, Is by law
.Incapable of holding or exercising, at the same
time, the office or oppolntraont of Judge, inspec
tor or cleric of any election of this common
wealth, and that no Inspector, Judge, or other
officer of any such election, shall bo eligible to
any office to bo then voted for; butnothlng hero
in shall bq so construed as to prevent any mili
tia officer or borough officer serving os judge, In
spector or cleric ai any general or special elec
tion: nor shall anything heroin contained be so
construed as to prohibit a Judge, Inspector or
clerk of election from being voted for to All any
township office, or render either or any of them
Ineligible to hold the same..
Particular attention Is directed to the first sec
tion of the Act of Assembly, passed the 30th day
of March, A. D., 1800, “An Act regulating the
manner of Voting at all Elections, In the several
counties of this Commonwealth:"
“That the qualified voters of the several coun
ties of this Commonwealth, at all, general, town
ship, borough and special elections, are hereby,
hereafter authorized and required to vote, by
tickets, printed or written, or partly printed and
partly written severally classified as follows: One
ticket shall embrace the names of all Judges of
courts votedfor, and to bo labelled, outside, .“Ju
diciary one ticket shall embrace the names of
all State officers voted for, and ho labelled,
“State;" one ticket shall embrace the names of
all county officers voted for, including aSenator,
member, and members of Assembly. If voted for,
and members of Congress. If voted for, and bo la
belled, “county;" one ticket shall embrace all
the names* of *»fl township otHoovo voted for, and
bo labelled “township;" one ticket shall em
brace tho names of all borough officers voted for,
and bo labelled “ boroughand each class shall
he deposited In separate ballot-boxes."
In accordance with the provisions of tho Bth
section of an not entitled “ A further supplement
to tho Election laws of this Commonwealth," I
publish tho following; „ xi
Whereas, By the nets of tho Congress of tho
United States, entitled, “An act to amend tho
several acts heretofore passed to provide for tho
enrolling and calling out the national forces, and
for other purposes,” and approved March 3d, one
thousand eight hundred and sixty-five, all per
sons who have deserted the military or naval
services of tho United States, and who have not
been dlachargcd or relieved from tho penalty or
disability therein provided, are deemed and ta
ken to have voluntarily relinquished and forfeit
ed their right of citizenship and their rights to
become citizens, and are deprived of exorcising
any rights of citizens thereof:
And whereas, Persons not citizens of tho United
States aro not, under the constitution and laws
of Pennsylvania, qualified electors of this Com
monwealth: . , x . ~ ,
Section 1. Pc it enacted, etc., That in all elec
tions hereafter in this Commonwealth, it shall
ho unlawful for tho Judgo or inspector of any
such election to receive any ballot or ballots
from any persona omhracedln tho provisions
and subject to tho disability Imposed by said
act of Congress, approved March 3d, one thosand
eight hundred and sixty-five, and It shall bo un •
lawful for any such person to offer to vote any
ballot or ballots.
Section 2. That if any sucli Judge or Inspec
tors of election, on any ono of them shall recolvo
or consent to receive any such unlawful ballot or
ballots from any such disqualified person, he or
they so oißsnding at>Ml OoKuiity of umiscioiiioan
or end upon conviction thereof In any court of
sessions of this commonwealth, ho shall for each
offense, bo sentenced to pay a fine of not loss
than one hundred dollars, and to undergo an
imprisonment In the Jail of the proper county for
not loss than six days.
Section 8. That if any person deprived of citi
zenship, and disqualified as aforesaid, shall at
any election hereafter to bo held in this com
monwealth, vote or tender to tho oflicera there
of. and offer to vote, a ballot or ballots, any per
son so offending shall bo guilty of amlsdemean
or. and on conviction thereof in any court of
quarter sessions of this commonwealth, shall for
each offbneo bo punished in likewise manner as
provided in tho proceeding section of this act in
case of officers of election receiving such unlaw
ful ballot or ballots.
Section 4. That if- any person shall hereafter
persuade or advise any person or persons, de
prived of citizenship and disqualified as afore
said. to offer any ballot or ballots to the officer of
iny election hereafter to be hold In this com
monwealth, such persona so offending shall bo
guilty of a misdemeanor, and upon conviction
thereof In any court of quarter sessions of this
commonwealth, shall bo punished In a like man
ner as is provided In the second section of this
act in tho case of officers of such election receiv
ing such unlawful ballot orballota.
Agreeably to the provisions of tho sixty-first
section of said aot, “Every General and special
Election shall bo open between the hours of eight
and ten In the forenoon and shall continue open
until seven o’clock In tho evening, when tho
polls shall ho closed.** , , . • •
Pursuant to the provisions contained in tho
seventy-sixth section of tho act first aforesaid,
the Judges of the aforesaid districts shall respec
tively take charge of tho certificates ofreturn of
tho election of their respective districts, and
produce them at a meeting of ono Judge from
each district, nt tho borough, of Carlisle. on the
third day after tho election; being, for the pres
ont voar ON FRIDAY, Tllfe OTH DAY OE'nO
VEIYBEB NEXT, then and there to do and per
form tho duties required by law of sold Judges. H
Also—-That where a judge by sickness or un
avoidable accident, is unable to attend such a
meeting of judges, then the certificate or return
aforesaid shall bo taken charge of by ope of the
Inspectors or Clerks of tbe election of said dis
trict who shall do and perform tho duties rc
nuirod of said judge unable toattend.
