ASOtheb Attempt to Bubs Riieem’s
iIALL.— On Tuesday morning'; about half
,ost five o’clock, smoke was seen' Issuing
roib dlffisrjtmt portions of Rheem’a Hall..
The grbuucl being covered witli Snow,
iud tlie mVeiling very inclement, it was
omo timo'Wofore tne ■ community could
,o aroused. The building being fired lu
bo centre, in three places, and all the
mils and offices being filled .with smoke,
twos a long while before the exact lo
ality of the fire could be discovered, and
lonßlderobio damage was dofie before the
iremen got the flames Under their cou
rol. Three fires were discovered to have
ieen kindled, oue in the ten-pin alley,
me in a little oft-set from the alley, and
mother ' immediately . under . the main
mil. -They were built so as to be separa
ed from each other, and completely
creened from the street by heavy stone
ivnlls; and while the firemen succeeded
n forcing their way into the building,
md extinguishing what they supposed
o bo the malu fire, another fire w&s rag
ng in another part of the building, and.
ivas only discovered in time to save the
mtire building from destruction. A largo
lortlon of the floor pf Early’s billiard sa
oon was burned, and one of his tables
ras seriously injured by the fire. The
mdu entrance-ball was' considerably
lomhged; the back-room of the Office of
[ns. A. Dunbar, Esq,, was burnt out and
lis books and furniture wore ruined by
ire and water; the fire also made its way
nto the back room of the office of Wm. M.
Penrose, Esq., but was there extinguish
ed before it made much headway. The
jdices Of M. C. Herman, Esq., aud The
Herald were’ badly smoked, but not oth
erwise. damaged. The building was in
sured. ; , I
The miscreants who fired this building
were evidently determined that their ef
forts to burn the Hall should not bo
thwarted as they have been heretofore.
The coolness and judgment with which
the affair whs planned, evinced ho mean
experience in the villainous art of incen
diarism. If this attempt to destroy one
of the most valuable buildings in town,
fails to arouse the, people of Carlisle to a
general movement forselfprotection, then
nothing will be of avail, and the only
safe course Is for every man to protect his
own property by taking the law in his
own .bands.

that it is'as cheap to have manufactories
to consume our products at homo, as It is
to pay for sending them away, and in ad

this, a spirit of Improvement has taken

Now that the Spring is coining on, some

Burglary —The residence of John

on Monday night last, through a window,
by some. evil disposed person or persons,
who made a somewhat general inventory
of the premises, taking away a small

The Taxes of Farmers.— The follow
ing decisions have recently been given by
the Commissioner of Internal Revenue at
Washingtqnj L. ...
Ist. Farmers will not bo required To"
make return of produce consumed in their
oiyn immediate families.
'2d.- The farmers' profits from sale of
live-stock are to be found by deducting
from the gross receipts for animals sold,-
the purchase jhouey paid for the same. If
animals have been lost during the year by,
death or robbery the purchase money paid
for such animals may be deducted, from
the gross income of the farm.
3d. No deduction can be made by the
farmer for-the value of servioes.rendered
by hismiuorcliidren, whether,heaotuallly
pay s for such services or not. If his adult
Children work for him and receive com
pensation for their labor, they are to. be
regarded as other hiredTaborers in deter
mining-his income. ' - ,
4th. Money paid for labor, except such
as is usedoreruployedin domestic service.
Or In the production of articles consumed
in the family of the producer may be de
ducted. ■ " 1
sth. No deduction can be allowed in
any case for the cost of unproductive la
bor. If house servants are employed a
portion of the time in productive labor,
such-as the making of butter and cheese
for sale, a proportionate amount of the
wages paid them may be deducted.
.—-Stli.-ISxponeo’foj-ditohing-and cleaning
pew land are plainly expenses for perma-:
hbnf improvement, aiid nbt deducted, '.
7th; The whole, amount expended for
fertilizers applied during the year to the
farmers’ land may be deducted, but no de
duction is allowed for fertilizers produced
on the farm. The,cost of seed purchased
for sowing and planting may be deduct
ed.
Bth;'lf a person sells timber standing,
the profits are to be obtained by estimat
ing the value of the land after the remov
al-of the timber, and from, the sum. thus
obtained deducting the estimated value of
the land on the'first day of January, 1863,
or on the day of purchase. If purchased
since that date. ' *
Oth. Where ho repairs, have been made
by the taxpayer upon any building owned
by hlra durlng the proceeding five years;
nothing can.be deducted for repairs made
during the year for, which his Income is
estimated; , :
10th. A farther should make return of
all his produce sold within the year, but
a mere executory coatract.for a saleis not
a sale; delivery, either actual or construc
tive,ls essential. The criterion by which
to j udge whether a sale is complete or not
i is .toi determine whether -.the- vender, still
retains in that character a right over the
property ; if the property were lost-or de
stroyed, upon which of the parties, in the
absence of any other relation between
tuem than thatof the vender and vendee,
would the loss fall. , ; .
