1. Seven minutes are allowed to each intermediate
office,, when not otherwise, specified, for assorting
the mails: but on railroad and steamboat routes
there is to bo no more delay than is sufficient for an
exchange of the mail bags; .
2. On railroad and steamboat linos, and other
routes where the mode of conveyance admits of it,
the special agents of the Post Office Department,
also post office blanks, mail bags, locks, and keys,
are to bo conve3 r od without extra charge.
2. On railrdad and steamboat lines the route
agents, of the department arc. to bo conveyed with
out charge, and lor their exclusive use, wliilo tra-,
voling'with the mails, a commodious car, or apart
ment in the centre of a car, properly lighted, warm
ed and furnished, and adapted to the convenient'
separation and duo security of..the mails, is to be
provided by the conductor, under the direction of
the department. ■
i Railroad.and steamboat companies'are required
to take the mail from, and deliver if into the post
offices at the commencement and end of their routes,
and to and IVom all offices not more than eighty rods
from a station or landing* Proposals may bo sub
, mitted for the performance of all,other side service

Receipts Will be required for mail hags convoyed
|n charge of persons employed by railroad compa
nies. There will also be “way bills” prepared by
postmasters, or other agents of the department, to
accompany the mails, specifying the dumber and
destination'of. the several bugs. On the principal
stage routes, likewise, receipts will bo.required and
way bills forwarded;’the latter to bo examined by
the several postmasters, to insure regularity fU the
delivery of mail bags.
4. -No pay-will bo made for trips not performed ;
and for each of such omissions not satisfactorily ex
plained throe times the pay of the trip may bo de
ducted* For arrivals so far behind time U 9 to break
connexion, with depending mails, and not sufficient-,
ly excused, one-fourth of the compensation for the
trip is subjected to forfeiture., Deduction will also
bo ordered for a grade of performance inferior to
that specified in the contract For repeated delin
quencies of the . kind heroin specified, enlarged pe
nalties, proportioned to the nature thereof and the
importance of the mail, may bo made. - ' '
“ For leaving behind or throwing off the mails, or
any portion of them, for the admission of passen
gers, or for being concerned in settling up or run
ning an express conveying intelligence in advance
of the mail, a quarters pay may bo deducted. .
0. Fines Will bo imposed, Unless the.delinquency
bo promptly and satisfactorily explained by certifi
cates of-postmastors or the affidavits of other crcdi- -
blc persons, for failing to arrive in contract time;
for neglecting to take the Inuil from or deliver it
into a post office; for suffering it to bo'wet, injured,
destroyed, robbed, or lost; and for refusing, after
demand, to convoy mail ns frequently as the
contractor runs, or is ■ concerned in running coach,
car, or steamboat on a route.
7. The Postmaster General may annul the con-
‘tract for repeated failures to run agreeably to con
tract; for violating the Post Office laws, or disobey
ing the instructions of the department; for refusing
to discharge a carrier when required by the depart
ment to do so; for running an express us aforesaid;
or for transporting persons or packages convoying
mailable matter put of the mail.
.8. The Postmaster General may order an increase
of service on a route by allowing therefor a prorata
increase on the contract pay. He may change,
schedules of departures and arrivals in all oases,
and particularly to make them conform to connex
ions with railroads, without increase of pay, provi
ded tho running time bo not abridged. Ho may
also order an increase of speed, allowing) within tho
restrictions of tho law, a pro rata increase of pay
for tho additional stock or carriers, if any. The
■contractor may, howcvcr> in tho case of increase of
speed relinquish tho contract, by giving prompt no
tice to tho department that ho prefers doing so to
carrying tho order into effect. The Postmaster
General may also curtail or discontinue tho service,
in whole or in part, at pro rata decrease of pay, al
lowing one month's extra compensation'on tho
amount dispensed with,''whenever.in, his opinion,
tho public interest requires tho change, or In ease he
desires to supersede it by a different grade of trans

regular bid be the lowest offered for the advertised

13. There should bo but one route bid for in a
proposal. Consolidated or combination bids (“pro
posing one sum for two or more routes”) are forbid
den by law, and cannot bo considered.

name and residence of the bidder, (that is, his usual
post office address,) and those of each member of a

county, have appointed Tuesday, the 27th day of
March ucit, at the Court House, in th 6 Borough of
Carlisle, at 10 o’clock A. M., for hearing and detor
/ mining the claims of the respective creditor? against
Mho Company, agreeably to the acts of Assembly
made for the relief of said creditors, on. the Ist day
of April, 1823, and the supplements thereto, at tbo
aforesaid time and place, the preferred (if any) and
all other creditors, are requested to have their re
spective claims duly authenticated and presented,
and also to furnish evidence at the same lime whe
ther any claims have boon assigned, or arc still bold
