lows, to. wit f
‘‘ That the inspectors and Judges sliall
meet at ibp respective places appointed for
. holding the 'election in the district to which
they respectively belong, before 9 o’clock, in
th? morning of the second. Tuesday of Oclo
' bet,-and oaoh of said inspectors shall appoint
one clerk, who shall be a qualified voter, of.
snoh district.

then the person who shall have recieved the

the next proceeding 1 election shall act as inspec

elected Judge shall appoint an inspector in his
place ; and in case the person elected a judge
shall not attend, then the inspector who re
ceived the highest number of votes shall ap
point a judge in his' place'; or if any vacancy
shall continue in the board for the space of.

opening of the election, the qualified voters ol

officer shall have been elected, present at the
place of election, shall elect one of their num
ber to fill euoh vacancy.,

sors of each district to attend at the place of

other matters in relation to the assessment of

the age of twenty one years or more, who shall
have resided in the Slate at least one year, and

Np person shall be-permitted to vole whose
name is not contained in the list of taxable in
habitants furnished by the commissioners, un
less First, .he produces receipt for the pay
ment within two years, of a stale or county
tax assessed agreeably to the constitution,.and
give .satisfactory evidence either on his oath or
affirmation, or Ihe oalli or affirmation ofanoth-1
er has paid such a,lax, or on failure to
produce a receipt snail mahe oath to the pay
ment thereof. .Second, if he claim a right to
vole by being an elector between the ago Of
twenty-one and twenty-two years, he shall.de
pose on oath or affirmation that lie has resided
in this Slate at least one year next before bis
application, and make such proof of. residence
in the district as required by this act and that
be does verily believe from the account given
him that he is of the ago aforesaid, and such
other evidence as is required by this act,
whereupon the name of the person so admit
ted id vote shall be inserted in Ihe alphabetical j
list by the inspectors, and a note madcoppo-|
site thereto ’ by writing the word Max,’if hr'
shall he permitted to vote by reason of having
paid tax, or the word ‘age,’ he shall be admit
ted to vole by reason of such age, shall he
called out to the clerks, who shall make Ihe
like votes in the lists kept by them.
• In all cases where the name of (ho person
claiming to vole is found oft the list furnished
hy the commissioners and assessors, or his
right to vote whether found thereon or not, is
objected to by any qualified citizen, it shall he
the duly of the inspectors to examine such
persons on oath as to his qualifications, and if
he clatmsjo have resided within the Stale for
one year"or more, his oath shall, be. sufficient
proofthereol, but shall make prodf.by at least
one competent witness, who shall be a qualifi
ed elector, that he has resided the dis
trict lor .more lhairlen days next immediately
proceeding said election, and shall also him
self swear that Ills bone fide,residence, in pur
suance of his lawful calling, is within the dis
trict, and that he did not remove into said die
triot for the purpose o(*voiing therein.
•Every'person qualified as aforesaid, and
who shall make due prbol if required, of his
residence and payment of taxes as, aforesaid,
shall be admitted to vole in Ihe township,
ward or district in which he shall.reside.
‘if any shall prevent or attempt to prevent
any officer of any election under this act from
holding such election, or use or threaten any
violence Id any such officer, or shall interrupt
or improperly interfere with him in the execu
tion of his duty, or .shall'block up the window
or avenue to any window where the same may
he holding, or shall riotously disturb the peace
at such election, or shall use or practice any
intimidating threatsf foted' of violence, with
design.to influence unduly, or overawe pny
elector, or to prevent him from voting or to re
strain the freedom of choice, such persons on
conviction ah Ml be fined in any sum not ex
ceeding five hundred dollars and be imprison
ed for any lime not lees than three nor more
than twelve months, and if it shall be shown
io court, where the trial of such offence shall
he had. that I lie person.so offending was not a
resident of the city, ward, district or township
where the offence was commuted, fin'd not en
titled to vote therein, then on conviction he
shall bo sentenced to pay a fine of not less
than one hundred nor more than one thousand
dollars, and he ihprisoned not less than six
month nor more than tw-o years. «
If any person or persons shall make any bet
or wager upon the result of any election with
in the Commonwealth, or shall offer to make
any such bet or wager, either ijy verbal pro
clamation (hereof, or hy any. written or prin
ted advertisement challengeni invite any per ,
.son te pinko auch bet or wager, upon convic
tion thereof he or they shall forfeit and pay
three times the amount so bet or to be bet.
•if any person not by law qualified, shall
fraudulently vote at any election in this Com
monwealth, or being otherwise qualified shall
vole nut of his proper district, or if any person
knowing the want of such qualifications, shall
aid or procure such person to vote, the person
offending-shall, on conviction, he fined in any
sum not exceeding two hundred dollars, and
he imprisoned for' any lefm not exceeding
three months,
‘lf any person shall vote at more than one
election district, of*oiherwise fraudulently vole
more than once on Ibo same day. or. shall
frandlently fold or deliver to the inspector two,
tickets'together, with the intent illegally to
vole, or shall procure anoiherc so to do, lie or
they offending, shall on convilion be fined in
any sum not less than fifty nor more than five
hundred dollars, and be imprisoned for any
term hot less than three nor. more than
twelve months.
.‘lf any person not qualified to vole in this
Commonwealth, ..agreeably to law, (except
the spns of qualified citizens) shall appear at
any place of election for the purpose of issuing
tickets or of influencing the citizens qualified
to vole, he shall on conviction forfeit and pay
qny sum not exceeding one hundred dollars
fur every such offence, and be imprisoned tor
any term not exceeding tbrep months.”
.Agreeably to the provisions of the sixty
first section of, said eel, ev.ery General and
Special Election shall be opened between the
hours of eight and ten in the-forenoon, and
shall continue wiihout interruption nr adjourn,
ment until seven o’clock in the evening, when
the polls shall be closed. '
And the Judges of_ the respective districts
aforesaid, are by. the said act required (p meet
at the Court House, in the borough of Car

Delivery in said counties, and Samuel Wood burn
& Michael Cocklin, Judgos of tho Courts of Oyer

trial of all capital and other offenders, in the said
