Tins OFFICIAL PAPER OP CONGRESS.
t PUBLISH now my annual-'Prospectus of
Tiie Daiit-Globe, and Tub Conorensign al
Clone and Appendix, to remind subscribers,
and inform tbosu who may desire to subscribe,
that Congress will, moot on the first Monday of
next December, when I shall recommence pub
lishing the above-named papers. They have
boon published so long that most public men
know their character, and therefore I deem it
needless to give a,minute account of the kind
of matter they will contain. >■ .<
, The Daily Globe will contaiifa report of (lie
Debates in both brunches of Congi’css, ns taken
down by reporters equal," at least, to any corps
of shorthand writers in tills or any other conn
try. A majority of them will, each, bo .able to
report, verbatim, ton thousand words an boilr,
while the average number of words spoken .by
fluent speakers rarely exceeds seven ‘thousand
five hundred, words per hour. When the debates
of a day do not make more titan forty columns,
they shall appear in the Daily Globe the next
morning, which will contain, also, tlio news of
the day, together with such editorial articles ns
may bo suggested by' passing events..
It is also my-intention from time to time, as
occasion may require, to publish my reminis.
cences of the public men with whom I have
been associated dining (lie last twenty-eight
years. Anecdotes of General. Jackson, and the
leaders of the party which lie .conducted, and
the loading men of other parties, will, I believe,
bo interesting now, when partizau bitterness has
abated.
In becoming the reporter of the debates of
Congress, I deemed it proper to say (hat the
Globe would never bo a partisan paper. This
Jiledge, will riot bo forfeited by introducing as a
contribution tc history, the political traits of
character which distinguished the public men of
my time. Ahhuigh I am, and intend to remain
a thorough Democrat, I will never obtrude rpy
principles in a u’ay to make them obnoxious to
any party. But, in regard to persons and events
which go to mako up history, I hope to make
the Globe ah holiest memoir; and with that
view 1 am resolved to speak independently of
all parties. V ■ . '
The Congressional Globe and Appendix, will,
confab] a report of all flic Debates in Congress,
. revised by tbe'.’kpcakcrs, the 'Messages, of flic
President of (hb linked States, the Annual Re
ports of tlio Hoads of (lie Executive Depart
ments,-the Laws passed during tbo session, and
, copious indexes to ali. They will bo printed
oh a dohble royal sheet, in book form, royal
quarto size, each, number containing 10 pages.
The whole will take, it is believed, between 3,- ,
800 and .3,90.0 pages, as tlio long sessions for.
many years have ranged between those numbers,,
and (ho next session will be what is termed, a
“long one.” This T believe is the cheapest
Work ever sold in any country, whether'a re
print or printed from manuscript qopy, faking
for data tlio- average number of words.of the
long sessions since tlio year 1848. .The average
number of pages is '3,870, and the average numl
heir- of words on a.page is 2,397; consequently.-
the average 'number of words of a long session'
is 9,390,772. As I have sold to subscribers
that number of words for $6, it follows that they,
bavo paid loss than six and qne-lmlf cents for
every 10$00 words I have furnished thorn, while
I have-paid my reporters,s6.29 for every, 2,397
.words'of this work in manuscript. Has. any
other, bookseller, anywhere, ever sold a book,
in the first instance, while it was new,’ at so low
a rate? X believe not; and so strong‘is my be
lief that I hereby agree to give to any person
who shall prove tlio contrary, n Complete set of
the debates running back to the year 1833,-mak
ing forty-three qnarto;.yolqmes, which sell for
$5 per volume. An act of Congress authorizes
these papers, to go by mail free of postage—
The next session will bo, without doubt, an nh
usually interesting one, as it wifi lie tlio first nn-.,.
der a new administration, ami several complex
questions must be discussed in it; for example,
the currency; Kansas, revenue, and-Other ques
tions. : Tlio Globe will be, as 'heretofore, the
only source from which full debates can be ob
