Pennsylvania In General Assembly met. That tho follow
ing amendments be proposed to the Constitution of tho
Commonwealth, itinceordance mini the provisions of dm
tenth mites thereof: „
There shall be an additional section to tliO hi rd article
of the Constitution, to bo designstrd as section four, as
follows:
4. Whenever any of tho qualified electors of
this Commonwealth shalt he in any actual military ser
vice, under a requisition from the President of the United
States, or by tile atthority of this Cammouwtatlth, such
electors may exorcise the right of suffrage in all elections,
by the citizens, under such regulations Os are, or shallbe
prescribed by law, ns fully as if they word present at their
nuns! place of election."
