ing amendments be proposed to the Constitution of the
Commonivealth, to accordance With the provisions of the
tenth article thereof:
There shall bo an additional section to the third article
of tho Constitution, to bo designated as section four, an
follows:
"Eltrrior 4. Whenever any of the queliflod electors of
title Commonwealth shall be in ally actual military ser-
TIM under a requisition from the president of the United
States, or by the authority of this Commonwealth, such
electors may exorcise the right of suffrage in all elections,
by the citizens, under each regulations as are, or shall be
prescribed by laze, as fully Reif they wore present at their
usual place of election."
SECTION 11. There shall be two additional sections to
the eleventh article of the Constitution, to be designated
as sections eight, and nine, as follows.
"Reflex B. No bill shall he passed by the Legislature,
