I desire it to be understood that 1 am prepared to bn) all
the flax that the far mers raise, above their household
wants, and if they desire I will prepare what they slant
for their own use. This machinery m ill dress in too
days more flax than one man Call in the ordinary way in
thirty days. The flax after it is pulled and seperated from
the stock, should be spread on a meadow, thinly and reg
ularly, to be exposed to the dens for a smock or ten dri,}s
until the stock assumes a silver grey color, the under
side should then be turned up nod treated in the same
may. On a dry day it can then be tied in bundles and is
ready for Ora mill. It is not necessary to dry it by fire or
smoke It over an oven, as this is only trouble fur nothing.
Au acre of good flax id worth from thirty to thirty-fire
dollars without counting the seed. Sumac Mill also be
traught.

House of Representatives of the Commonwealth of
'onnoyirainia in General Assembly met, That the follow
ing amendments be proposed to the Constitution of the
Commonwealth, in accondance with the tenth article
thereof:
There shrill be an additional section to the third article
of the Constitution, to be designated ne section four, as
s:follox
SEcriox 4. Whenever any of the qualified electors of
this Commonwealth shall be in any actual military ser
vice, under a requisition from the President of the United
States, or by the authority of this Comtnona coffin, such
electors may camels° the right of suffrage in all elections
by the citizens. Tinder such regulations as are, or shall
be, prescribed by lair, no fully as if they In ere present at
their usual place of election.
There shall be two additional sections to the eleventh
article of the Constitution, to be designated no sections
eight, and nine, as follows:
Simms 8. No bill shall Inc passed by the Legislature,
containing more than one subject, which shall be cleanly
expressed in the title, except appropriation bills.
Excrios 9. No bill shall be posed by the Legislatnro
granting any power& or pnivilegcs, in any case, where
the authority to grant such poxes or prtalleges, has
been, or may hereafter be, conferred upon the courts of
this Commonwealth
