    MEN WANTED
FOR THE INVALID, CORPS
Only those faithful soldier a wino, from womnis or the
hardships of war, aro no longer tit for active field duty,
will ha received in this Corps of Honor. Enlistments
will be for three years, unless sooner discharged Pay
and allowance same as for officers and men of tine United
States Infantry; except that no premium or bounties for
enlistment will bo allowed. TL IS will not inialulato ally
pensions or bounties which may be due for previous ser
vices.
For the convenience deers Ice, the men will be selected
for three grades of duty. Those who aro most efficient
and able-bodned, and capable of performing guard duty,
etc., will be armed with muskets, and assigned to compa
nies of the First Battalion. These of the next degree of
efficiency, including thoso who Leo lost in hand or nn
arm ; and the least effeeti, e. Including those who have
lost a font or leg, to the companies of the Second or
Third Battalions; they sill be armed wits, swords.
The duties will be to act chiefly as provost guards and
garrisons for cities; guards for hospitals and other public
buildings t and as clerks, orderlies, Sc. If found necessa
ry, they may be assigned to forts, Se.
Acting Assistant Provost Marshals General are author
ized to appoint officers of the Regular Ben ice, or of the
Invalid Corps, to administer tine oath of enlistment to
those men who Late completely fulfilled Gnu prescribed
conditions ofroinnission to the Invalid Corps, sic:
1. That the applicant is unfit for sorrneo in the field.
2. That be is fit for the duties, or some of them, indica.
ted above.
3. That, If net now lit the service, he was honorably
dlscharged.
4. That ho is meritorious and deserving.

POSING CERTAIN AMEND
MENTS TO THE CONSTITU
TION.
113. E it resolved by the Senate and
House of Representatives of the Commonwealth of
nsmyhernia in General Assembly met, That the follow
ing amendments ho proposed to the Constitution of the
Commonwealth, in accordance with tho tenth article
thereof:
There shall be an additional section to tho third article
of the Constitution, to be designated us section four, as
follows:
SECIIO7I 4. Whenever any of the qualified electors of
this Commonwealth shall be in any actual military ser
vice, under a requisition from the President of the United
Elates, or by the authority of this Commons: math, such
electors may exercise the right of suffrage in all elections
by the citizens, under such regulations as are, or shall
he, prescribed by law, as (alb as if they were present at
-their usual place of election.
There shall be two additional sections to the eleventh
article of the Constitution, to be dvsignated as sections
eight, and nine, as follows:
Servos 8. No bill shall lie passed by the Legislature,
containing mere than ono subject, which shell ho clearly
expressed hi the title, except appropriation bills.
,Eznzlon 9. No bill ellen ha passed by the Legislature
granting any powers. or privileges, in any case, where
the authority to grant such poners, or privileges, has
been, or may hereafter be, conferred ninon the courts of
this Common:: smith.
