Sept. 28.—Dear, Sir: I have bee» hon
ored by your kind invitation as Chair
man at' the appropriate committee, to
attend and address a Union meeting
of the citizens of Chester and Lancas
ter counties, to be hold at llayesville,
on, the first of October. °This I should
gladly accept, proceeding as it does
from a much valued portion of my old
Congressional District, but advancing
years and the present state of my health
render it impossible.
You correctly estimate the deep in
terest which .1 feel, in common with
the citizens who will there be assem
bled, in the present condition of our
country. This is indeed serious; but
our recent military reverses, so far
from producing despondency in the
minds of a loyal and ,powerful people,
will only animate them,to,more mighty
exertions in sustaining a war which
has become inevitable, by, the- assault
of the Confederate
,States on Fort
Sumpter..
For this reason, were it possible for
me to address you, waiving all other
toPics, I should confine myself to a
solemn and earnest appeal to my
countrymen, and especially those with
out families, to volunteer for the war,
and join the many thousands of brave
and patriotic volunteers who are al
ready in the field.
This is the moment' for action ; fur
prompt, energetic amid united action; and
not fbr the discussion of peace proposi
tions. These, we must know, would
he rejected by the States that have se
ceded, unless we should offer to recog
nize their independence, which is en
tirely out of the question.
Better councils may hereafter pre
vail, when these people shall be con
vinced that the-war is conducted, not
for their
,conquest or -subjugation, but
solely for the purpose of bringing them
back to their original position in the
Union, without impairing in the slight
est degree any of their constitutional
rights.
Whilst, therefore, we shall cordially
hail their return under our common
and glorious flag, and welcome them
as brothers, yet, until that happy day
shall arrive, it will be our duty to sup
port the President with all the men
and means at the command ,of the
country, in a rigorous and successful
prosecution of the war. Yours, very
respectfully,

in me, I this day assume command of
the forces in and near these llead-

tant, and Avill be obeyed as such.
Captains of Companies, and chiefs
of squads, are required to report to
him at Head-Quarters immediately,
and every morning hereafter, the pre
cise condition of their respective com
mands.

CAMP CROSMAN, Oct. 5,1861. I
The following orders will be obser
ved by the troops while in Camp Oros
loan:
1. The reveille will be sounded at the
dawn of day, and companies will . form
on their parade grounds. As soon as
the reveille ceases, the rolls will he call
ed by the First Sergeants, superinten
ded by a commissioned officer. Squads
will drill one hour. Immediately-after
squad drill, the quarters ,will be put in
order by the men of the companies. su
perintended by the chiefs of the squads.
2. The parades around and avenues
to the quarters of the troops, &e., will
be cleared by the police party of the
day, in charge of a non-commissioned
officer, superintended by the officer of
the Guard.
3. Brealdast call will be sounded_ at
seven o'clOck.

10. The troops will ho exercised in
company or regimental drill, from 31
to .11, e. M.
H. Regimental Dress parade at 5/,
P. M.
12. The retreat , will be sounded at
sunset, when the rolls will be called
and the orders fur the day read.
13. The tattoo will be . sounded at
half-past nine o'clock in the evening.
when the rolls will be called, and no
soldier will be allowed to be out of his
tent after this hour, without special
business. All lights shall bp extin
guished at the tap of the drum, except
at the guard tent.
14. Any soldier being found intoxi
cated, or bringing spirituous liquors
into camp, shall be placed under arrest
by the officers of the Guard.
15. On Sundays, the squad. compa
ny and regimental drills, will be dis
pensed with.
16. Any soldier behaving in a riot
ous and disorderly manner in or out
of camp, or who shall be found guilty
of interfering with private property,
shall be placed under arrest, and such
punishment inflicted as may be deci
ded by a Court Martial ; or on com
plaint of the aggreived parties, shall
be delivered up to the civil authorities,
in Accordance wita the 33d Article of
War.
17. Commanding officers of regi
ments and companies, are hereby re=
quired to carry out the foregoing or
ders; and it is moreover enjoined on
them, in accordance with their duty,
under the .regulations of the United
States, to use all proper influences With
the men tinder their command, for the
purpose of encouraging habits of moral
ity and sobriety, of promoting activity
of the body and cheerfulness of mind,
and by all means, of insuring, by at
tention to drill and discipline, the of-,
ficiency of the corps in the duty of the
soldier.
18. These orders wit] go into effect on
Monday morning, October 7th, ht one
o'clock.
