RESOIUTIO li proposing Amend
ments to the Constitution of tue Commonwealth.—
/..oelved by the Senate and louse of Representatives of
the Commonwealth of Pennsylvania in tieneral Assembly
met, That the following amendments are proposed to the
Constitution of the Commonwealth, in accordance with
the provisions of the tenth article thereof:
FIRST AMENDMENT
There shall be an additionzii article to said constitution
to be designated as article eleven, as follows :
ARTICLE XI.
OF PUBLIC DEBTS
Etc. 1. The State may couttact debts, to supply casual
deficits or failures in revenues, or to meet expenses not
otherwise provided for; but the aggregate amount of such
debts direct and contingent, whether contracted by virtue
of one or more acts of the generaly assembly, or at different
periods of time, shall net er exceed seven hundred and
silty thousand dollars, and the money arising front the
creation of such debts, shall be applied to the purpose for
Nshich it was obtained, ur,te repay the debts so contracted
and to no other purpose whatever.
SEC. 2. in addition to the above limited power the State
may contract debts to repel invasion, suppress insurrec
tion, defend the State in war, or to redeem the present
outstanding indebtedness 01 the State; but the money
arising from the contracting of such debts, shall be ap
plied to the purpose for which it was raised, or to repay
such debts, and to no other purpose whatever.
Sze, i. Except the debts above specified in sections
one and two of this article no debt whatever shall be crc
ated by, or in behalf of the State.
Sl:c. 4. To provide for the payment of the present debt,
and any additional debt contracted as aforesaid, the legis
lature shall, at its first session after the adoption of this
amendment, create a slaking fund, which shall be sufficient
to pay thu accruing interest on such debt, and annually to
rt.duce the principal thei oaf by a sum not less than two
hundred and lift:, them-arid dollars; which sinking fund

from time to time owned by the State,
or the proceeds of

or proceeds of sale of stouts owned by the State, together

Ithe credit of the Commonwealth shall not in
any manner or event, be pledged or loaned to, any
indi
\minal, company, corporation or association; nor shall the
Commonwealth hereafter become a joint owner or stock
holder in any company, association, or corporation.
Ss.c. ti. The Commonwealth shall not assume the debt,
or any part thereof, of any county, city, borough, or town
ship; or of any corporation, or association; unless such
debt slydi have been contracted to enable the State to repel
invasion, sum reds done: tie insurrection, defend. itself in
time of war, or to assist the State in the disehage of any
portion of its present indebtedness.
SEC. 1. The legislature shall not authorize any county,
city, borough, township, or incorporated district, by vir
tue of a - vote of its citizens, or otherwise, to become a
stockholders in any company, association, or corporation;
or to obtain money for, or loan its credit to, any corpora
tion, association, or party.
SECOND AMENDMENT.
There shall be an additional article to said constitution
to be designated as article X. 1.4 as follows:
ARTICIX
OF NEW COUNTIES
No county shall be divided by a lino cutting off over
one tenth of its population, (either to form a new county,
or otherwise,) without the, express assent of such county,
by a vote of the electors thereof; nor shall any new county
be established containing, less than four hundred square
miles.

From section two of the first article of the Constitution
strike out the words, "of the city of Philadelphia, and of
encla county respectively;" from section five, same article,
strike out the word, "of Philadelphia and of the several
counties;" from section seven same article strike out the
words "neither the city of Philadelphia nor any," and in
sert in lieu thereof the words, "and no;" and strike out sec
tion four, same article, and in lieu thereof insert the follow
ing :
"SEC. 4. In the year one thousand eight hundred and
sixty four, and in every seventh year thereafter, represen
tatives to the number of one hundred, shall be apportioned
and distributed equally, throughout the State, by districts
in proportion to the number of taxable inhabitants in the
several parts thereof; except that any county Containing
at least three thousand live hundred taxables, may be al
lowed a separate representation; bar no more titan three
counties shall he joined, and no county shall be divided, in
the formation of a district. Any eity:containiug
cleat number of taxables to entitle it to at least two re
presentatirei, shall have a separate representation assign
ed it, and shall,he divided into convenient districts of con
tiguous'territory, of equal taxable population as near as
may be, each of which districts shall elect one representa
tive."

words, "the city of Philadelphia Audi be divided into sin
gle senatorial districts, of contiguous territory a.s nearly
email in taxable population as possible; and no wardsliall
be divided in the formation thereof."
The legislature at its first session, after the adoption of
thia-athendnient, shall divided the eitv of Philadelphia into
senatorial and representative districts - , in the manner above
provided; such districts to remain unchanged untill rho
appOrtionnaent inthe year one thousand eight hundred and

revoke r or annul, any charter of incorporation hereafter

La rryngittis and all diseases of the throat and lungs, by
Medical Inhalation, lately used in the Bromton Hospital,
London. The great point in the treatment of all human
maladies, is to get at the disease in the direct manner.—
All medicines are estimated by their action upon the organ
requiring relief. This is the important fact - upon which
Inhalation is based. If the stomach is diseased we take
medicine directly into the stomach. If the lungs are dis
eased, breathe or inhale medicated vapors directly into
the lungs. Medicines are antidotes to disease and should
be applied to the very seat of disease. inhalation is the
application of this principle to the treatment of the lungs.
for it gives us direct access to those intricate air cells, and
tubes which lie out of reach of every other means of at
ministering medicines. The reason that Consumption.
and other diseases of the lungs, have heretofore resisted
all treatment has been because they have never been ap
proached in a direct manner by medicine. They were in
tended to act upon the Inngs, and yet were applied to the
stomach. Their action was intended to be local, auil yet,
they were so administered that they should only act con
stitutionally, expending their immediate and principal ac
tion upon the um:deriding stomach, whilst the foul ulcers
within the hinge were unmolested. Inhalation brings
the medicine in direct contact with the disease, without
the disadvantage of any violent action. Its application is
so simple, that it can bevmpluyed by the youngrst intuit
or feeblest invalid. It dues Llltdrrange the stomach, or in
terfere in the least degree with the strength, comfort, or
business of the patient.
Other Diseases Treatcd.—Tu relation to the following dis
eases, either when complicated with hang affections or ex
isting alone, I also invite consultation, I usually find them
prompto/ curable.
Frolapsus and all other forms of Female Complaints, Ir
regularities and Weakness.
Palpitation and all other forms of Heart Disease, Liver
Complaints, Dyspepsia, and all other diseases of stomach
arid bowels, &c.
All diseases of the eye and ear. Neuralgia, Epilepsy,
and zal forms of nervous disease.
