Of primary importance to the civil as
well as military power, of any country
are good public thoroughfares. Rapid
it y aid cheapness in transportation are
vital necessities to 'commercial prosper
ity, and in time of war the safety of a
nation may depend upon, the state of
hetriaiads. These facts have long been
recognized, and hence the perfection of

elapsed without the perfect ideal being
