Atir:—Your communication of the 12th
instant to the Hon. Edward McPherson,
has been by him referred to this Office.
In. reply I have to saY that it is intend
' ed to report upon Schedule 1, the value of
Property, Real and Personal, of each in
dividual returned on that Schedule. As
it is assumed that every individual in the
United States will be returned upon that
Schedule, the presumption is that the ag
gregate of these values will be the total 1
wealth of the country, although a portion 1
of the Real Property will by this means be
credited to States other than those in
which it is situated.
On the other hand, by means of Schedule
5 (Social Statistics,) we seek to obtain the
value of the Real Estate actually belong
ing to each town, city, or county, where
ever owned. The two results will thus be
used to supplement and correct each
other.

NEW . OXFORD ITEMS. —A correspondent
sends us the following items:
Mr. Levi Wagner, a farmer residing
several miles from New Oxford, has just
cpmpleted a double house, two stories, of
brick, in that village.
The Messrs,. Hershy have complected
another building in New Oxford, a two
story brick, attached to their Bakery and
store. They have also just finished a large
frame Barn.
Mr. Samuel Neely is putting up an ad
dition to his house on high street, a two
story kitchen. He has lately built a new
barn on the same premises.
Mr. A. S. Himes has his new and hand
some house almost ready to be occupied.
He has also under roof a new brick barn—
all of the most modern style.
We learn of some small 'out buildings
being erected, and additions to houses and
barns, and painting up of old buildings.
There are growing in a garden of New
Oxford, several corn stalks that measure
from ten to twelvo feet in height, with
large ears of corn fit to use.
.A farmer near New Oxford has Norway
Oats that measures five feet and a half in
length, with heavy. staLka, that will be
very productive.
The wheat crop will: yield in that sec
tion about tvi-tbirds of a crop, and the
corn and oats will yiebtabundantly—more
so than usual, from present appearances.
The hotel keepers are doing agoott bus
iness in that village-=the Washington
house being crowded to twerflovring With
boarders and transient custom. Many
are turned away for want of roofn to aG
commodate. That town must surely be
looking up, and prospering.
New Oxford had a grand Sunday School
Pic Nic iu Etzler's woods on the line of
- Railroad, on Thursday of last week. Ad
dresses were delivered by Dr Hay of
Penn'a. College, Dr. Hauer, the Pastor of
New Oxford Lutheran Church, Mr. J. B.
Baughman, the Sunday School agent of
York county, and others. They had sing
ing exercises, &c. A large collection of
scholars, teachers, &c., were on.t he ground,
and all pleased and enjoyed themselves.
STAMP DECISION.—Mr. Bastress, Cash
ier of the' Ist National Bank of York, re
cently wrote to the Treasury Department
inquiring as to the stamps requisite on
commercial Promissory Notes. We an
next the reply of the Deputy Commission
er. It seems to us that it is a forced de
cision, somewhat akin to that which ruled
a five - cent agreement stamp necessary on
judgment notes to cover the clause author
izing judgment to be entered for the
amount of the note. But the ruling of the
Commissioner is binding until reversed,
and ail parties using commercial Promis
sory Notes, will do - well to use an addition
al five cent stamp to cover the "without
defalcation" clause:
OFFICE TREASURY DEPARTXENT,
WASHINGTON, July Bth, 1870.
Sir:—J. Bastress, Cashier Ist National
Bank of York Pa., writes under date of
the 7th inst., to this office, enquiring if the
clause "without defalcation" inserted in a
Promissory note, subjects such note to an
additional stamp.
He has been referred to you, and you
are therefore advised that such notes
should in addition to the stamp required
upon them, as such, be stamped as agree
ments with respect to the clause or words
quOted. Respectfully,
J. W. DOUGLASS,
Deputy Commissioner

Ja. 0. 11. A. M.—On Friday .evening
last District Deputy Monroe Enders, of
Franklintown, York county, assisted by
members of the Senior Order of this place,
instituted the Order of Junior American
Mechanics, in this place. There were 20
charter members, consisting of young men
from the ages of 16 up to 20 years. The
principles of the order are the same as the
Senior Order. They pay weekly and fun
eral benefits and have also a charity fund.
The following officers have been elected
and installed for the ensuing term:—Jr.
Ex. C., Carl Miller; C., Wm. Aughin
baugh; V. C., Peter Warren; C., T. Fla
harty; W., Wm. Stallsmith; R. S., John
Shields; 4. R. S., John Tawney; F. S.,
Simnel Detterer; T., J. W. Cress; I: S.,
Z. T. Flaherty; 0. S., Carl Rupp.
This is, we believe, the only secret or
ganization in town that admits, persons at
the age of 16 years, and we should not be
surprised to hear of it being increased to a
large membership before very long. Af
ter the business of the evening had been
gone through with they repaired to the
Saloon of E. 11..31innigh, where they had
quite a pleasant time.
ANOTHER WAIMING.—On the Bth inst.
, Jane Ruth, aged about 15 years, daughter
of Mr. Henry Ruth, proprietor of the
"Franklin House," Hanover, was fearful
ly burned by the explosion. of a can of coal
oil. It seems that she was engaged
browning coffee, and the heat not being
great, she procured a small can of coal oil
and poured part of its contents on the fire
to quicken it, when the can suddenly igni
ted and exploded, throwing the burning
oil over her person, setting her clothes on
fire and enveloping her in a sheet of flame.
Her screams quickly brought her mother
and oldest brother to her assistance, who
succeeded in smothering the flames, but
not before the unfortunate girl was fear
fully burned, and they themselves badly
burned about the arms and hands in their
efforts to rescue her. Miss Ruth is very
badly burned, particularly about the arms
and breast, and suffers intensely. Her
escape from an instant and awful death,
was quite narrow, and should serve as a
warning to all those persons who persist
entl?and recklessly expose their lives and
property by using coal oil as a kindling
agent.—Speetator.
I FREDERICK & Pa. LINE ,RAILILOAD
.1 The Frederick Herald of Saturday says
that the work oh this road, which is to run
from Frederick to Littlestown, "is so far
advanced to completion that 800 laborers
I could finish the whole gradation in ninety
days. Within this same space of time the
whole superstruetion of the bridges can be
completed on the plans now adopted by
the Company, and the ties and iron can be
laid as fast as the most active Iron works
of the country can furnish the iron; that
is, in about forty days. The trouble* of
the Company in relation to money have
been overcome, and ho further trouble is
anticipated on that subject. Contracts
have been entered into for furnishing the
iron, on the most favorable terms. The
work of laying the ties and rails will com
mence the last of September, and the
whole workwill be completed early in
December, including everything necessary
to commence the transportatiOn of freight
and passengers."

standing—Little Brown Jug 102, Key
