States. In the rural districts not one-in a
hundred pay this tax. But when the Dem
ocracy come in power, the other ninety
nine are also to be taxed. They are to be
taxed, too, not on their present, assessed
value, but upon 'the "real value" of all their
property
We intend to leave this matter to Con
gress and General Grant to manage. We
want them to get this immense national
debt, piled up on us by the Rebels and Cop
perheads, at the lowest possible rate of an
nual taxation. The loyal Congregs has al
ready devised a system of taxation and
funding of this debt that commands the ad
miration of the virld. Whatever defects
the future may develop will be cured from
time to time. Loyal men saved this Gov
ernment when its life was at stake. Rebels
in arms and sympathizing Copperheads
tried - to-Vverturn and destroy it. lam sus
picious/A' all their plans of managing this
enormous debt of their own creation. Like
the Trojan sage, I fear those Greeks bearing
gulden gifts. Let them take back seats in
the, sanctuary; at the end of this genera
tion they may have purged themselves from
their crimes, and it will then be time enough
to listen to their counsels. The Rebel gen
erals, the. Copperhead Vallandighams and.
Seymour., are a rebellious and stiff-necked
generation, and should, like the Cradles
of old, never be permitted to pass over Jor
dan and enter the promised land.

'rum the First district of Wisconsin, is the
author of the following statement :
When the news of the full of Sumpter
was received in this city Gov. Seymour was
slopping at the Newhall House. The city,
on the receipt of that news, was ablaze
with indignation, and Democrats aad Re
publicans alike burned to avenge the insult
that had been offered to our flag. i. meet_
ing of the business men, irrespective of
party, was held at the Chamber of Com
merce, and stirring addresses were made.
Every voice was for war. Some one men
tioned the fact that Gov. Seymour was in
town, and it was at once resolved to have a'
speech from him. One of our most hlghly
respected citizen—a personal acquaintance
of Seymour's. He was found in the ladies'
parlor of the hotel, received the Milwaukee
gentleman most cordially, and represented
himself in the lest of health. But when
intim:fled that the crowd would presently
call upon him for a speech, he promptly
replied that he should not respond.• "But
you must," replied the friend. "The crowd
will not take no for an answer," shall
nut do it,'' said Seymour. "I don't know
how this thing is going to tura, and I shall
nut speak. You must tell the crowd that I
ant .sick and cannot respond.' The Mil

also a gentleman of high standing in this
community, waited upon him with the same .

room sick, was fairly deceived by his coun

out upon the balcony. He simply thanked
the crowd for the compliment, and excused

was arrested by the police last night for
snapping a pistol at a Republican ii the
street. On his person were found twelve
certificates of naturalization, signed by Pro.
thonotary Snowden, with the - seal of the
court on them, but blanks left for names.—.
He was committed.
James A. Watson, who was voucher on
nearly one hundred naturalization papers,
has been arrested.
PIIILADELPISIA, October I.—Six men were
arrested to-day for attempting fi) get assess_
ed in wards where they did not live, with
the intention of duplicating their votes.—

tion of records in Court, it appears that of
some thousands of papers Issued, the reel
dence of persons vouching for them was in
no instance taken down, so that the record
of the Court is useless in any attempt to

ers passed through Harrisburg on Friday

that parties of men are being sent to Pitts

der the pretence of going to seek work, but
really for the purpose of voting at the Octo

active and vigilant. Remember, one year's
residence in that State, andlen days in an
election district, with taxes paid within two
years, are the legal requisites to an honest

The Philadelphia Bulletin says
The frightful excesses which are being
daily committed by the Democratic Na
turalization Committee have at last aroused
public attention and public indignation to
an extent which may yet arrest the gigantic
frauds which Mr. Wailade is preparing for
the coming election. The highesecourt in,
the State has become the scene of proceed.

of free. institutions. The Supreme Court is
given over to this business of making-Dem
ocratic voters, and it is well that our people
should know how this is being done. Sev
en hundred and twenty .Demoeratie
naturalization papers were granted
yesterday by the iS'upreme Court in five
hours., which is at the rate of twelve in
every fire minutes. During a great part
of this time no judge was present, and the
Machine was run at this fearful speed by
the clerks and tipslcives of the Court.
Worse even than this, it is openly charged
that naturalization papers in blank, signed
and sealed, have been Issued, to be filled
up outside of the' Court room.
REBEL TACTICS
It appears that the tactics of the Southern
wing of the "White 3fazi , s Party" have
changed, and that the Exterminating war
fare hither to declared upon "niggers," has
been transferred to the white Radicals.—
Lioneyed phrases, music and good victuals
are held out to the colored men as induce
ments to attend the Democratic meetings,
and the bitter denunciations heretofore
thurled a them so unmercifully, are now
addressed to the white Republicans.

Some days ago the Nashville Republican
Banner, the organ of the Ku-Klux-Elan,
contained the following atrocious senti
ment :
"We advocate no quarter with white
Radicals, who are the most dangerous and
treacherous enemies that ever cursed a com
munity. No effectual remedy can be ap
plied to them but social ostracism. The
only way to deal with reptiles such as
they is by universal and unceasing pro
scription. This is our remedy for the re
moval of the political pestilence which has
infested this community fur three long
weary years, and which will infest it for au :
eternity if we do not apply a remedy at
once decisive, practical, effective, and with
out delay."
In another issue of the same villainous
sheet is the following:
"Social ostracism for Radical white
adventurers and plunderers ! Patron
age, money, wages, help, kindness, sym
pathy, and good will for-anti-lecuiieals,"
black or white ! That's the matcrtal
element of success. Let it be applied
and employed rigorously, universally,
and without ceasing."
Such are the sentiments of the liu-Klux-
Kr
Ilan throughout that State; and such is a
foreshadowing of the fate which awaits all
Union men South, if the _hopes of these
miscreants shall be realized in the election
of Seymour and Blair.
SHERIDAN AND VICTORY
Gen. PHIL Sumnoax was invited to the
great Philadelphia Soldier's Conventiou,
but could not attend as he has to tight the
Indians on the Plains, but he sent the
following pointed telegram:

ance of having be hit mended after having
been accidentally torh.- The face beam this
inscription, in the same style of lettering as
• the genuine notes: "Act of July 11, 18e2.
The people of the 'United States promised to
pay the Bondholders in Greenbacks, and
they will - enforce the Contract." It also has
the engraved signatures of the United States
Treasurer, and the Register of the Treasury.
The general resemblance to the greenbacks
is so perfect that we are not surprised to
learn that a number of them Were passed in
market this morning. The one which now
lies before us was passed upon a lady, who
afterwards innocently offered It in payment
of goods at Barak's grocery store, and wo
have heard of others who were swindkolln_
the same way.
Let everybody book- oat for them . Any
person found circulating them .under any
pretense ought to be at onco arrested. It

mour money after Seymour is elected and
the national debt is paid off in greenbacks,

Ruffin, of Virginia; ittithOr Of "The T'o-

gun in the recent war, • and the last also,
for after the surrender of the rebel armies
he blew his own brains out with .a rebel
musket ball. Ruffin proposed in the book
referred to, to reform the "hireling labor
society" of the North. He wanted to re
duce the laboring claw to "domestic bond
age."
