United States takes a second lien as security. The inter
est on these bonds is paid by the United States govern•
went, which also pays the company one-halt the amount
01 its bills in money for transporting its freight, troops,

the company 's credit, and forms a sinking fund which
may finally discharge the whole amount of this lien.—
