PHILADELPHIA covered herself with
glory by feeding the soldbirswho wentto the
late war from ail parts of thn North and West;
and now an association of Philadelphians,
not "weary in well doing," have organized a
scheme to shelter and to educate the orphans
of the same brave men who were welcomed
there in those troublotni times. Riversde,
New Jersey, is the site of their Institute, and
the funds for its endowment are being raised
by the Washington Library Company, of
Philadelphia, by the sale of stock at one dol
lar per share. With each share a handsome
steel engraving is given at the time of pur
chase ; and, as afurther inducement, all are
entitled to one of the $300,000 worth .of pres
ents to be fairly distributed to the stockhol
ders; or, in other words, for every share of
stock 'held a present is guaranteed. One
present to be given away is worth 140,000.

Senator Howard, of Michigan, in a letter
published in a Detroit paper, referring to the
threats of one of President Johnson's "Demo
cratic" organs that Senators who have declar
ed their conviction in advance shall not be al
lowed to sit in judgment on his case, says that
"in view of the military preparations now go
ing on in Maryland and other -Border States,
such threats can hardly be regarded as merely
for buncombe," and I s bat the artful purpose of
the President to attempti‘violence upon Con
gress has.become deepenCdira4intensified un
der the malign influence cif his private advisers.

BALTIMORE, Sept. 24. The first effects of
the new Constitution have been manifested to
clay in the acts of "Democratic" judicial bod
ies. The nominating :cbnvetion for this city
nominated Bartol as candidate Or the Court
of Appeals. He was arrested during the war
for alleged disloyalty, and imprisoned in Fort
McHenry. Among other candidates for judi
cial honors who were active and notorious
sympathizers with the rebellion were T. Par
kin Scott, a member of the Frederick Legis
lature of 1860, who was arrested and commit
ted to Fort Warren by McClellan's orders ;
Geo. W. Dobbins, the counsel for the Kane
police , board ; Trimble, the bridge burner ;
Robert Gilmore, brother of the well-known
Harry Gilmore, and C. W. Pinkney, who is
alleged . to have been in the rebel army and on
Lee's staff. Garey, who was a member of
the Constitutional Convention, is a candidate
!Or the office of 'clerk of the Criminal Court.

board, in 1861 went South, but returned after
Lee's surrender.
TILE Republicans of New York have made
a strong ticket, havilig nominated General
McKean for Secretary of State, Calvin T. Elul
burd Comptroller, and Theodore T. Gates for
Treasurer. United States Senator Conklin
Presided, and made a speech denouncing John
son's policy and advising impeachment as the
only remedy for Presidential usurpation.—
Nearly every one predicts an overwhelming
Republican triumph.

quarter sessions of this Commonwealth, shall be punish
ed in like manner as Is provided in the second section of

And in and by Act of the General Assembly of this
State, passed the 2nd day of Ju1y,1839, it is directed that
the Inspectors and Judges bent the places of their dis

clock in the forenoon. to du and perform the several

For the better and more impartial selection of persons to
serve as jurors, in each of the counties of this Common
wealth.
Section l. Be it enacted by the Senate aid Rouse of Re
presentatives of the Cbmmonweaffh of Mtnsyll•ania in
General Assembly met and a is hereby enacted by the au
thority of the same, That at the general election to be
held on the second Tuesday of October, Anne Domini one
thousand eight hundred and sixty-seven, and tri-ennially
thereafter, at such election, the qualified electors of the
several counties of this commonwealth ahall'elect, In the
manner now provided by law for the election of other
county officers, two sobdr, intelligent and judicious per
eons, to serve as jury commissioners in each of said coon-
ties, for the period of three years ensuing their election;
but the same person, or persons, shall not be eligible for
re-election more than once in any period of six years:—
Prorated, That each of said qualified electors shall vote
for one person only as Jury commissioner; and the two
persona having the greatest number of votes, for jury
commissioner, shall be duly elected jury commissioners
for such county. • •
Sec. 2. It shall be the duty of "aid jury commissioners
and the president judge, or additional law judge, of the
respective district. or a mejority of them, to meet at the
seat ofjastice of the respective counties at least thirty
days before the first term of the court of common pleas,
in every year, and thereupon proceed, with due diligence,
alternately, to select from the whole gasified electors of
the respective county, at large, a
,number such as at the
term of the court of common pleas next preceding shall, by
the said court, be designated, of Bober, intelligent and Judi
clone persons, to verve as jurors in the several courts
