Szezpox 1. Be it enacted by the Senate and House of
Representatives of the Commonwealth of Pennsylvania in
General Assembly met, and it is hereby enacted by the
authority of the same, That the qualified voters of the
several counties of this Commonwealth, at all, general,
tolnehip, borough and special elections, are hereby, here
after,authorized and required to vote, by tickets, printed,
or, written, or partly printed and partly written, severally
classified as follows: One ticket shall embrace the names
ofall judges of courts voted for,and tobe labelled, out
side, "judiciary:" one ticket shall embrace the names Of
all state officers voted for, and be labelled "state;" one
ticket shall embrace the names of all county officers voted
for, and be labelled county;" one ticket shall embrmie
the names oi all township officers voted for, and be label
led. "township," one ticket shall embrace thenames pf
all borough officers voted for, and be labelled "borough;"
and each class shall be deposited in separate ballot-boxes.
(Act of June 4, 1866.)
WHEREAS. By the act of the Congress of the United
States, entitled "An Act to amend the several acts hereto
fi,re passed to provide for the enrolling and calling out Cho
National forces, and for other purposes," and approved
March third, one thousand eight hundred and sixty-flee,
all persons who have deserted the military or naval der
vice of the United States, and who have not been dis
charged, or relieved fromthe penalty or disability there
in provided, are deemed, and taken, to have voluntarily
e - dinquished, and forfeited, their rights of citizenship, and
their rights to become citizens, and are deprived of exer
cising any rights of citizens thereof:
Abe WIIIIIRLS. Persons, not Mt teens of the united States,
are not, under the Constitution and laws of Pennsylva
nia, qualified electors of this Commonwealth :
&eeriest 1. Be it enacted by the Senate and House of
Representatives of the Commonwealth of Penney 'verde
..fn General Assembly met, and it is hereby enacted by the
authority of the same: That in all elections hereafter to
beheld in this Commonwealth, it shall be unlawful for
the judge or inspectors of any such election to receive
any ballot, or ballot,'" from any person ' or persons, em
braced in the prof lemons, and subject to the disability
imposed by said act of Congress, approved March third,
one 'thousand eight hundred and sixty-five, and it shall
be unhav ful for any such person to offer to vote any
ballot or ballots.
Seems 2. That if anv each judge and inspector! of
election, or any one of them shall receive, or consent to
receive, any such unlawful ballot, or ballots, from any
such disqualified person, he, or they, so offending, shall
be guilty of a misdemeanor; and, upon conviction there
of, in any court of quarter sessions of this Commonwealth,
he shall, for each offence he sentenced to pay a fine of
not less than one hundred dollars, and to undergo an
prisoninent, in the jail of the proper county, for not lees
than sixty days.
Ssorzox 8. That II any person deprived of citizenship,
and disqualified as aforesaid, shall, at any election, bore- I
alter to be held in this Commonwealth, vote, or tender
to the officers thereof, and offer to vote, a ballot or bal
lots, any person so offending shill be deemed guiltY of
a miedemeamor, and on conviction thereof; in any court
of quarter sessions of this Commonwealth, shall, for each
offence, be punished in like manner as is provided in the
preceding section of this act in the case of officers' of
election receiving such -unlawful ballot or ballots.
EzettoN 4. That if any person shall hereafter persuade,
or advise, any person or persons deprived of citizenship,
and disqualified as aforesaid, to offer any ballot, or bal
lots, to the officers of any election, hereafter to be held
in this Commonwealth, or shall persuade, or advise, any
such' officers to receive any ballot, or ballots, from shy
person deprived of citizenship, and disqualified as afore
said, such person, so offending, shall be guilty of a mis
demeanor, and upon conviction thereof, in any court cf
quarter sessions of this Commonwealth, shall be punish
ed in like manner as is provided in the eeeond section of
this act, in the case of officers of such election receiving
such unlawful ballot, or ballots.
Ats6L-in and by virtue of the 14th section of the act
of Feb. 27th. 1849, every person, excepting Justices of the
Peace. who shall hold any office or appointment of profit
or trust under the Government of the United States, of
any city or incorporated district, whether commission
ed officer or otherwise, a enbordinate officer or agent, who
is, or shall be employed underithe legislative, executive
or judiciary department of this. State, or o f the United
States, or any city or incorporated district, and also that
every member of Congress and of the State Legislaturd,
and of the Select or Common Council of any City or Com
missioner of any incorporated district, is by law incapable
of holding or exercising at the saute time, the office or
appointment ofJudge, Inspector; or Clerk of any election
of this Commonwealth, kid that no`Judge, Inspector, or
other officer of any such 'Election, shall be eligible to any
office to be then votedfof.
Atdo—That in the fourth section of the Act of Assem
bly entitled "An , Act relating to executions, and fin
other purposes," approved, April 16th, 1840, it is enacted
that the aforesaid 14th section "shall not be construed, am
to prevent any militia officer or borough officer from
servieg as judge, inspector or clerk, at any general or
special election in this Commonwealth."
And in and by Act of the General Assembly of this
State, passed the 2nd day of Ju1y,1839, it is directed that
the Inspectors and Judges be at the places of their dis
trictjon 'the day of General, Election aforesaid, at 9 ot
cluck in the forenoon, to do and perform the several!
duties required and enjoined on them in and by the 610/6

and neat, and everything oomfortable. The fencing has
been much immured around the premises. The Steward
deserves the thanks of the people of the county for his
attention and care. We would recommend that the Bake
House be remodled and raised one story, and coal be used
in the oven instead of wood.
At the Jail we found the rooms clean, the prisoners
comfortable, the Sheriff obliging and caraful—and would
recommend that some improvement be made in prevent
ing the escape of prisoners, at the back wall of the front
