GOVERNOR PINCHOT VISITS
“FISHERS PARADISE” SITE
Governor Pinchot passed
Centre Hali on Saturday on his way
to and from Bellefonte, where he view
ed the gite of the proposed “Fisher-
man’s Paradise” along Spring creek. If
the Governor decides the project is to
£0 through, it wil] likely be on the
plea of giving work to the unemployed,
but in the final it will keep more 2'Ine
chot backers dependable for future
suppogt than it will furnish bread and
butter for the down and outs.
The Governor traveled in the back
seat of a touring car with the top flat,
although a biting wind blew a falling
snow,

passed an Act empowering
and third-ciass cities to pass
an ordinance regulating itinerant deal-
ers, but the Act was repealed by the
Legisiature of 1831. And that Act waa
ony regulatory in form and not one of
prohibition. Bo far as the boroughs
are concerned there is not now nor
never has been a law authorizing any
such ordinance,
In regard to the ordinance passed
by the borough couhell at State Cole
lege he pronounced it invalid because
it is défective in form and confiscatory
in character. Defective Docause ft
species that itinerant dealers must take
out a license for which they must pay
$50 a month but makes no provision
for a day, a part of A month or a year;
confiseatory because the license fee is
beyond all reason, as it is far greater
than any profits such dealer might
make
Because of these facts he decrees
the ordinance Invalid, sustained the
appeal of the plaintiff and placed the
costs of the oases upon the borough

About forty years ago a number of
“Fresh Air" children from Philadele
