That the slow driver Is a menace to traffic quite as much as the fast driver is particularly evidenced on Washington's high-speed arteries, es- pecially on Massachusetts avenue, which carries a large vehicular bur den, says Oscar Coolican, one of the directors of the local automotive trade association. The narrowness of this thoroughfare, combined with Its grade, makes It particularly fertile In proof of the slow driver's bad effect apon trafic, Mr, Coolican believes, Traffic Slowed Down. “There is no questioning the wis. dom of traffic authorities in making this street one of the arteries of high- gpeed travel, but, by the same token, there Is no questioning the fact that the motorist who wants to dally along frequently counteracts the ends to be served by the 30-mile limit,” he says. “As he dawdles, traffic to the rear is forced to slow down and proceed in fitful Jerks, as first one car and then another finds an opening through which wv pass, “The effect is a cutting in and out that Is decidedly detrimental the fast and f.ee flow of traffic, In wet and slippery weather It may be well to forego the legal limit of the 30 miles an hour when congestion Is great, but on almost any dry, clear day the slow driver can be found somewhere In the one-mile stretch doing his utmost to distort the traffic picture, High Speed Wanted. “It may be well to let any driver proceed as he wishes, as some traffic observers Insist, but should be forced at least to select a thorough fare where his vagary will not ham- per, restrict and endanger hundreds of other car owners. The majority wants to utilize the highest speed pos sible on such a street and traffic offi- cialis have found by analysis that such a8 speed Is safe. The driver who In- terferes with this process should vol- untarily go elsewhere or he should be forced to do so.” School Busses Teovel Tax Free in Georgia Busses used by counties or school districts for the transportation of children to and from school are ex- empt from the state license tax on iutomobiles, according to a ruling handed down by Attorney General George M. Napier of Georgia, The question was propounded by Newton county officials, and the at- torney general held that school busses are in reality agents of the state, as they are operated out of the funds used for school purposes and there would be no advantage in taking money out of one state department and turning it in to another depart- ment, The Georgia legislature, according to Mr. Napler, in amending the motor vehicle law, made special provision sxempting automobiles from license fees in cases where they were used hy countles for highway construction, for which the license fees are collect. 2d. And the same ruling will apply to school busses, Stop at All Railroad Crossings in Minnesota Motorists who try to beat the train to the crossing will face a new risk under the new Minnesota traffic code. Even if they get across the track safely —which maay do not—they may face a Jall term or a fine, for the new law requires drivers to come to a full stop at grade crossings “wherever a clearly visible and positive signal gives warning of the immediate approach of a railway train of cars.” The same Inw applies to motormen where a street car line crosses a railroad. Fall ure to stop is a misdemeanor, This new provision Ig in addition to the old law requiring all drivers to op at all times at designated Stop” crossings. Another old law whieh Is retained requires drivers of , vehicles carrying school children, pas sengers for hire, explosives or inflam: mnble liquids to stop at all grade crossings, to hie Eliminate Alcohol Odors i The odor of alcohol, an anti-freeze solution is more or less in the winter, objectionable, espe- car when the curtains are used, cdor is caused by the escape of vapor from: the overflow pipe of the radia- tor. car, get a length of large enough to fit the the radiator overflow pipe and fasten it to the latter.
