War Savings Stamps for the year 1919 will be blue and slightly smaller than the 1918 issue and will be ornamented by a portrait of Benjamin Franklin. The new War Savings Stamps will be pasted on a new certificate and will not be redeemable when pasted on a 1918 certificate, Thrift Stamps, which are redeemable in War Savings Stamps, will not be changed in the new year. Thrift Stamps purchased in 1918 can be put on the same card with those bought in 1919 and both can be used in the purchase of War Savings Stamps, The price of the 1919 stamps will be the same as last year.
