GOOD ROAD LAW NOT VALID.
McKean County Judge Declares that Law |

Legislation,
i
|
Judge Bouton, of McKean county, |
declares the good road law of 1905 un-|
constitutional. The decision was ren-
dered on the petition of taxpayers of |
Foster township to order an election!
on the question of changing the system |
of taxation from a working tax lo a
cash tax, aa provided by the new law.
Judge Bouton’s principal reason for
declaring the sct invalid is that it of-
fonds against Article 111, Bection 7, of
the which prohibiis
special legislation, This law is special,
in that it makes possible one system of
taxation in one township and another
in another. He says:

Minlmum Hoad Tax 81.00,
The new road law, now in force,
makes the minimum road tax for each
taxable $1.00. This feature will ma
terially increase the receipts for road
purposes. The'townships that vote to
pay road tax in cash will be able to
considerably lessen the tax rate mill
age, and at the same time have an
equally large fund to apply to road
making. The dollar minimum feature
and bonus of fifteen per cent. paid by
the state will be no small item, aud is
calculated to induce districts to sub-
stitute the cash tax system for the
work-out plan.

I'he time is close at hand when the

of selecting the very best men for the
offices to be filled, without regard to
their polities. The home offices are of
even greater importance to the voters
here than national aflairs at this time,
