and beneficently last spring is to go on,
and from 45,000 to 60,000 soldiers will
be needed to prevent the Filipinos from
forgetting that they “are under our

which is the revered symbol of liberty,
enlightenment and progress. There
fore the President asks for authority to
maintain an army of 100,000 men.

sponsibility for settlement of the Phil-
ippine question up to Congres-, it is to

should pot be required to demonstrate
to the inhabitants the justice, the geu-
erosity and benevolence of our inten-
tions toward them.
Forcible annexation is an expensive
operation, and the profits are not dis
cernible. It costs more in dollars than
the islands are worth, not to speak of |
priceless lives. The business sense of
the country must condemn as an un-
profitable iuvestment the expenditure
of hundreds of millions to obtain by
force the trade advantages which we
could secure by amicable agreement,
and the nation's sense of justice is of
fended by the policy which seeks to in-
culeate reverence for the symbol of lib-
erty Ly shooting it into the hearts of a
people with Krag-Jorgensen ballets.
