Postal Card Dunning.
The Ithica Journal says there is a
very general impression among mer-
chants and others whe are particular-
ly interested in the subject that itis a
criminal offense under United States
laws to mail a dunning letter written
on a postal card. A person in this
neighborhood wrote to the first assist-
aut postmaster general, asking for in-
formation, and receiving a reply giv-
ing the decision of Judge Thayer, De-
cember 14, 1889, on the wording of a
postal card that was mailable and one
that was not. The mailable one read:
‘Please call and settle account, which
is long past due, and for which our
collector has called several times, and
oblige”! The unmailable one reads:
“You owe me $1.80. We have called
several times for same. If not paid at
once, we shall place with our law
agency for collection.”
The last sentence, it is stated, ruled
out this communication. Postal cards
are not mailable if they contain lan-
guage of “a threatening character,”
and it is a very serious threat to the
average man to tell him you are going
to sue him. There is no law however
to prevent you from putting an X on
your card to let your debtor under-
stand that you are really cross with
him.

Death.
On Wednesday, May 16th, 1894, at
Preston, Minnesota, of pleuro pneumo-
nia, Eva L, wife of G. W. Hard, aged
thirty-nine years. Deceased was the
only daughter of Louis Kurtz, brother

true wife and loving mother. She
leaves a husband, three daughters and
one son to mourn her departure.”

Will Not be a Candidate.
The friends of Captain George M.
Boal have been mentioning him in
connection with the Republican nom-
ination for assembly. This honor the
Capt. declines, as he so stated to a
REPORTER scribe. Ifa Republican is
to be elected to represent this side of
the county in the next Legislature, no
better representative could be secured
than in Mr. Boal. An effort will be
made among the party to have Prof.
John Hamilton, of College, again al-
low his name to be used.

To Celebrate,
Millheim intends celebrating the
4th of July and last week a meeting
was called to promulgate the scheme,
and it was decided to go ahead and
celebrate. There is every reason for
them having a big time. There will
be no celebration in any town in the
county and with a good program will
pack the town. Center Hall will send
her share to do this while the sur-
rounding county will come up all right.

Traffic Light.
The passenger traffic is still very
light over the railroad which is proba-
bly caused by the damage done by the
flood in washing away three spans of
the bridge at Montandon. The trains
are only run with two cars, a passen-
ger coach and a combination baggage
and mail. It will probably be two or
three weeks before the trains can run
through to Montandon,
