Four years later Mr. Harri- son delivered the government back to Mr, Cleveland with a deficit in the treasury of $18,266,285. Mr. Harrison's secretaryfot the treasury did not ad- mit any deficit at all. He certified to a cash balance of $24,128087, which would give the casual reader the im- pression that there was a reduction of the balance of only $24,000,000. This is a bubble easily pricked.
