From Washington now com-- a tai that is worse than fraud and plunder— I an expose of the horr.ble treatment meeted ont to inmates in the'govern ment lunatic asylum, more terrible to relate than any thing that ha- ye; Ke unraveled AMU that sink of INIQUITY and national disgrace, the capiu fthi nation. A correspondent of the V, -C '. of 17 saya: The testimony bef re the Committee on Kxjwmditnrvs in the In terior Department to-day di.-ck -ed .. condition oftfiun at the Governt. lunatic Asylum in this District n. re horrible than can easily be believed. The principal witness was Geo. M. ikuv. at one tiniO a soldier in the regular army and afterwards an assistant at the asy lum. His testimony go-day f.,.rlv curdled the blood of those w ho heard i; it was a tale of snch brutal treatment and in gleet. He swore positively that many patients there had IK, a tin wn into filthy cells with nothing but a ! ;n --ille of straw to lie upon. Eteiy morn ing a servant would come round with a wheel-barrow to remove the excrement hut the straw was merely shaken up like the Straw in a stable and left in the cell. The patient's only bed was until it became so fetid that it had to i carted away, when a new bundle w\. brought in and the process reixtated. The most atrocious case cited was th:. of a certain General Loomis, who had been an officer in the regular array. When brought to the asylum he was old and perfectly helpless; yet old and he I; - less as he was, he was left to wallow in liis tilth on the floor, until when the witness saw him, as he said, the born - of the poor man's shoulder blade knees and elbows had actually w through the flesh, and he was literally devoured with vermin. This patient finally died there. The witness also un derstood that General Howard came once to see General I.oomis. but was told that lie was asleep. Mrs. Murphy, another witness testified that her hus band was sent there at the instance r-f a certain benevolent society in thiwclty. she called often to scejhim; always;" ... 1 him covered with vermin and often covered with severe bruises, which hoi husband said were caused hy a' Finally lie died there suddenly om Wednesday. There were first paid t the United States Marshal and hi de; ties, Ac., f.86,000 in that year. He is so worried at the continued develop ments of crime in and around his Ad ministration that he went to Philadel phia on last Saturday afternoon to seek rest aud comfort and consolation with Borie and Chi Ids. From present indications the grain cropin Europe is likely to he short, while in this county the prospects for an average or even a full crop are very good.
