ANOTHER EXPANSION BILL PASS ED. WssauiuTsti, May 14, 1874 The senate unexpectedly finished the fi nance bill before adjourning to-day. pass- i ing it by a vote of &> to l'J. All the New i Fngland Senator*, with the exception of Sprague, voted against it on the ground that it would result in expansion to a large extent Senator Scott, of Pennsylvania, after having his amendment defeated ves terday, voted to-day against the bill. Shorn ef its verbiage and delaohed from the machinery necessary \o carry it into exacution, the bill provides .* First for the abolition of the bank reserves on circula tion. This, it is held, will liberate abeut $35,000,000 of circulation, and to Ibis ex tent it is expansion. Second, it provides for a coin reserve to be kept by the banks to be formed out of one-fourth ef the inter est received by them for their bonds de posited with the Treasurer of the United States. This looks in the direction of ulti mate specie resumption. Third, it requires tho banks to keep their reserves on depos ita in their own vaults. It i* th,e opinion of the Comptroller of the Currency that this will work contraction to a limited ex tent Its object is to keep the country banks from sending their reserves to the great money centre*. Fourth, it legalizes the amount of legal t-nders now issued (three hundred and eighty two millions), and provides tor their redemption at the rate of twenty-five per cent until the sum is reduced to three hundred million- That is, fur every twenty-five thousand of legal tenders retired, one hundred thousand of national bank circulation is to be issued. This is the most important expansion fea ture of tbe bill, ana it is estimated will re sult in increasing the national-bank note circulation about two hundred millions. Fifth, the retired legal tendera are to be funded into a gold-bearing four-and-a-half per cent, fifteen-year bend, which Senator Washburn and others maintain may be used for banking pur|>otes the same as the six per cant, gold bond* are now used Sixth, tbe bill provide* for free banking, and fixes the date for resuming specie pay ments at 1878. It is believed the bill will pass tbe House next Monday, under a sus pension of the rules, without a reference to a committee. Whether tbe President will approve it is a subject of considerable speculation. Senators who voted against it predict, with a good deal of confidence, that be will veto it because, as they assert, it is a more reckless inflation measure than the eight hundred ipllliop bill which he has already vetoed. On the other hand those who voted for it say the President will sign it, as it contains a redemption clause, and also provides for resumption el specie payments. The legislature adjourned on last Friday. Geo. H. Cutter was elected pretidiog officer of the senate. There 850 lills received in the two branches, against over 4000 last year. The Torrent* Rushed Upon the Doomed Villages with a loud roar, apparently a large ad vancing billow of underbrush and debris, issuing rapidly through the deep gorges to the height of forty feet, and again spreading out, a wide expanse of seething angry wares, as it reached the more open ceuntry. Progress of the Torrenta. Reaching tha beautiful village of Wil liamsburg, seme two and a half miles dis tant, it struck a small - button factory, sweeping it out of existence. Next, a saw and grist mill was attacked and melted, not a vestige remaining. Houses, barns and anops followed like grass before a scythe, and men, women and children borne away, struggling arid shrieking in vein. On, the wrave* svjiept to Skinnersville, two miles distant, a silk factory being hurled down, a huge iron boiler being carried nearly half a mile, and landed high and dry in llaydenville. About one mile further oa, the bank building, a three story brick structure was swept away, scarcely one brick being left upon anoth er, the money in the vault sharing the same fate. The small village of Leads, be tween one and two miles distant, was the next place to suffer and the scenes at Williamsburg and llaydenville were here repeated. A short distance below Leeds were two bridges, one ol iron and one of stent, . beth nearly fifty feet abeve the bed of the stream. They were both swept uway, the former being carried bodily, and a con siderable distance down the stream. Here the greatest destruction appears .te have stopped, although all along the river, un ' till it emptied into Connecticut, a short | distance below Northampton, the banks are covered with all manner of debris, tim ber, trees, piano", tables, chairs end other , furniture. Estimate of the Damage Done. | It is estimated that nearly one hundred 1 buildings were destroyed, and the total i- Id is is Irom one million to a million and a kalf of dollars, although, of course, it is 'impossible to accurately cetimtte the dim- age The saddest feature of the whole al fair is the (treat laim of Rife.
