mand from certain quarters in favor of
the exclusion of foreigners. liool im
migration, he urged, was desirable. His
bill was a moderate measure for the ex
elusion of illiterates. An educational
test, he pointed out. would not mate
rially affect immigration from tircat

of Northern Europe.
Mr. V. A. Stone of Pennsylvania,
the author of the Stone bill, explained
its provisions and advocated its passage
The country, he argued, had long suf
fered from unreasonabl immigration
The immigration for the last ten yeai
had succeeded the natural increase.
Mr. Bartholdt challenged this state
ment, contending the natural increase
was 1,0)O.OO0 a year, while immigration
had averaged only atont 250.(11)0 a year
Representative Stone said that during
the hard times of the psist three years
immigration had fallen off. but with
the prospect of returning prosperitv
and high wages it wonld increase to
startling proportions. He did not op
pose immigration as long as we could
assimilate the foreigners, but they were
coming too fast. In places in his own
state there were localities where the
English language was not spoken and
where English newspapers were not
read. Our laws were neither under
Ftood nor respected. His bill would
transfer the inspection system from om
ports to the ports from which the inimi
grants sailed. He had read two letters,
one from Congressman Hitr. chairman
of the foreign" affairs committee, and
one from Charles Emory Smith, form
erly minister to Russia, testifying U.
the feasihility of his bill.
Mr. Corliss (Rep., Mich.), submitted
an argument in favor of his bill for the
exclusion of foreigners who crossed on
frontiers each year to compete with
American labor. He read the testimony
of inspection agents and others nlong
the Canadian border as to tb evil
effects of the annual influx of Cuiixdmi.

THE AMALGAMATED CONVENTION.

Detroit, May 20. One hundred and
seventy-five delegates were present
when the annual convention of the
Amalgamated Association of Irou and
Steel Workers of America was rafted to
order. President Garland of Pittsburg
Dresided.
Today the reports of officers are being
read and tomorrow the wage commit
tee will make its report, which will be
the principal subject of dsscussion
thereafter.
The delegates preseut directly repre
sent 50.000 workers, but nOO.000 em
ployes of the iron trades are actually
governed bv the decisions of this bdy.
Forty-five lodges have been enrolled
during the past year, and the represen
tation this year is the largest siuce the
Homestead troubles.

have held a massmeeting here and ap-
