in honor of his marriage to Princess
Alix. has issued a manifesto remitting
Various debts to the crown, including
the repayment of the grants made to
the peasants on account of famines. He
also wholly remits arrears of taxes and
ti'ies and mitigates or ehortens senteml-s
.-f imprisonment, riolice supervision and
dejH.rtatiuu at hard labor. The prose
cution for treason of olfenders who have
remained undiscovered for l-"i years will
lie abandoned. The indulgences to po
litical prisoners will e decidel upon
after a report has l-en submitted to the
the czar by the minister of the interior.
Amnesty is granted to the participants
in the Polish reliellion of Wrt, and they
will lie permitted to reside anywhere in
Ku.-sia. Their civil rights, but not
their property, will be restored to them.
The imperial manifesto wonld occupy
a pac:e of an English newspaier.
Scarcely anything is left untouched. It
is a comprehensive document breathing
lienevolence in every line. It grants the
greatest amnesty accorded by Russia
for half a century, except the liberation
of the serfs.
Th -usands of troops and spectators
lined the way by which the bridal pro
cession moved to the winter palace.
The bride's train was born by five of
ficials, two walking on either side, while
the grand chamlierlain held the hem.
The czar wore the uniform of the famous
red hussars of the guard, with a dolman
suspended from the right shoulder. The
Price of Wales and the Duke of Sase
Cohurg and tlotha wore Russian uni
forms, while the Duke of York wore a
naval uniform. All the royal princes
wore the cordon of the Order of St. An
drew. In the center of the chajiel of the win
ter palace etood a holy table, on which

An Armenian Appeal for Contributions
to a Fund to Aid HI 1'eopla.
Minneapolis, Nov. 20. Ilerant M.
Kiretchjian. who figured prominently in
the parliament of religions at the
World's Fair, and who has Bince been
engaged in interesting the people of the
United States in the condition of the peo
ple of Armenia, his native land, is re
doubling his efforts since the reports of
the recent massacres by the Turks have
reached this conntry.
He has just organized the Phil-Ar-menic
association of the northwest, sim
ilar associations having been formed in
Boston, Philadelphia and New York.
As secretary of the new association, he
has written a letter to President Cleve
land to urge the mediation of the United
States for the establishment of a new re
gime in Armenia. He has written to
the governor of each of the southern
states asking their united protestations
be sent to- England against its indiffer
ence to the horrible outrages. He h;u
also Issued a plea asking the jieople to
contribute at least 1 cent on Thauksidv
ing day to a general fund, the money to

They Claim Port Arthur Hasn't Fallen.

London. Nov. 26. A dispatch re
ceived here from Shanghai states that
Chinese officials are telegraphing no
tices broadcast saying that the reports
of the downiall of Port Arthur are false
hoods. Th. place, they say, is defended
by 30.000 brave soldiers.
A dispatch sent from Port Arthur, via
Hwang Ju, has lieen received here. It
states that tue Chinese fought vigorous
ly. The Japanese lost 250 men killed or
wounded. The Chinese loss was over
1.000.
By taking Port Arthur the Japs hava
secured a splendid lot of supplies, docks,
etc., and can prosecute the war with
vigor, with the place as a basia of opera

Cleveland, Nov. 24. The strong box
in the Merchants' Storage and Banking
company, which was rented by Mr.
Harris, the alleged Pennsylvania Land
and Lumber company swindler, has
been forced open by an expert The
order under which it was opened was
granted by Judge Stone of the common
pleas court upon the application of At
torney Dellenbaugh.
The box was full of greenbacks and
gold, the former tied up in packages of
V, $10 and 100 bills and the gold was
in a woman's stocking. The exact
amount of money in the box was found
to be $10,500.

Expert miners made an examination
into the workings where the explosion
took place aud testified that it was due
to an overcharge of powder which ig
nited the coal dust and that the pit bosa
was censurable for not having the dust
properly wetted down, and that State
M ine Inspector Harr should also be cen
sured for not ordering this done on his
visit to thts mine last Thursday.

in this city. Irwin left Pittsburg, it is
said, as soon as he learned that warrants
had been issued against him and went
to Philadelphia. Here commissioned
officer John .1. Sv.-o.-ney of Pittsburg

indorsed for service by Matri-traie
Pole of that city. It was learned Irwin
had come to New York. Sweeney ar
rested him at the Grand hotel. Irwin
was taken to Jelferson Market police

An Overdue Vessel Arrives.
Philadelphia, Nov. 27 The Amer
ican hue steamship Indiana, Captain
Townscnd, from Liverpool, is re
